About creation of Coordination council on information security support

Based on Item and) parts (2) articles II of the Law No. 143/2022 on introduction of amendments to the Code of the Republic of Moldova about audiovisual media services No. 174/2018 (The official monitor of the Republic of Moldova, 2022, No. 185, the Art. 347), the subitem 1) Item 93 of Strategy of information security of the Republic of Moldova for 2019-2024 and actions 1) tasks 16 Action plans on its implementation approved by the Resolution of Parliament No. 257/2018 (The official monitor of the Republic of Moldova, 2019, Art. No. 13-21, 80), the Government DECIDES:

1. Create Coordination council on information security support.

2. Approve:

1) Structure of Coordination council on information security support, according to appendix No. 1;

2) the Charter of Coordination council on information security support, according to appendix No. 2.

3. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

The charter of Coordination council on information security support

I. General provisions

1. The coordination council on information security support (further - Council) is the collective body with advisory and operational powers which does not have the status of the legal entity, created for the purpose of system integration of the participating structures in information space and supports of the high level of information and cybernetic security.

2. Basic function of Council is promotion and coordination of measures for realization of policy of information and cybernetic security in democratic society on the basis of development of technological, legal and other relations in the information sphere both on national, and at the international level.

3. The structure of Council is created on the basis of proposals of legal entities of public and private law according to the functions performed by them, and the list of names of persons designated on these functions is constituted by the Secretariat of Council (further - the Secretariat) which is periodically supplemented taking into account assignments and releases from the positions specified in appendix No. 1.

4. Financing of activities of members of council is performed by each delegating body. Participation in meetings of Council and working sectors is not paid from the government budget.

5. Council is effective as the collective body specializing in questions of information and cybernetic security, facilitating component interaction of information society at the national level for the purpose of assistance to information security support.

6. Council performs monitoring of activities of legal entities of public and private law, actionees of the Action plan on implementation of Strategy of information security of the Republic of Moldova for 2019-2024 approved by the Resolution of Parliament No. 257/2018.
