For the purpose of providing the conditions necessary for acquaintance with materials of the stopped criminal and administrative cases concerning persons which underwent to political repressions and also the filtrational and checking cases which are stored in the Public Records Offices and archives of state bodies of the Russian Federation, we order:

1. Approve the enclosed Regulations on procedure for access to the materials which are stored in the Public Records Offices and archives of state bodies of the Russian Federation, the stopped criminal and administrative cases concerning persons which underwent to political repressions and also filtrational and checking cases approved with the Prosecutor General's Office of the Russian Federation.

2. To provide to heads of the Public Records Offices and archives of state bodies of the Russian Federation execution of this order.

3. To impose control of execution of this order on deputy managers of federal executive bodies on the supervised activities.

I. General provisions

1. 2. Action of this provision extends to the materials which are stored in the Public Records Offices and archives of state bodies of the Russian Federation, in structure:

a) the stopped criminal and administrative cases concerning the persons which underwent to political repressions and rehabilitated in the procedure (daleereabilitirovanny persons) established by the legislation of the Russian Federation including materials of cassation, supervising and rehabilitation productions if those are filed;

b) group criminal cases in the part concerning the rehabilitees passing on them;

c) filtrational and checking cases on the Russian (Soviet) citizens who were taken prisoner and environment, appeared in temporarily occupied territory, stolen for forced labor to Germany, other countries of Europe and repatriated during World War II, post war period, and also reemigrant.

d) the filtrational and checking cases of the foreign citizens, the persons without citizenship who were taken prisoner and environment who appeared in temporarily occupied territory, stolen for forced labor to Germany, other countries of Europe and repatriated during World War II, post war period, and also reemigrant.

3. In this Provision understand cases as administrative cases:

about the direction of persons administratively in the reference, dispatch, to the special settlement, about attraction to forced labor in the conditions of restriction of freedom, including in "working columns of People's Commissariat for Internal Affairs", and also about restriction of other rights and personal freedoms;

personal, accounting, control and observation records of special settlers, exiled and sent.

4. The provision establishes procedure for access for rehabilitees and persons concerning which production on filtrational and checking cases, their relatives and heirs, persons representing their interests, and also other users in the materials specified in Item 2 this provision was conducted.
