Due to completion of approval of the document of the interested federal executive bodies and the organizations, and also with administrations of subjects of the Russian Federation of the Far East region, I order

1. Approve and enact Regulations on functional subsystem of the warning of tsunami of Universal State System of Prevention and Response to ES (further - the Provision).

2. To public institutions Kamchatka (M. I. Ishonin), Seaside (B. V. Kubay) and Sakhalin (V. A. Lepekhov) of management on hydrometeorology and monitoring of the environment (further - UGMS) Roshydromet together with territorial authorities of the Ministry of the Russian Federation for civil defense, to emergency situations and liquidation of natural disasters, Geophysical service of the Russian Academy of Sciences, the Ministry of information technologies and communication of the Russian Federation, the divisions of executive bodies of subjects of the Russian Federation in the Far East region intended for the solution of tasks in the field of protection of the population and the territories against emergency situations in three-months time to bring into accord with the Provision of the instruction and provision, regulating activities of UGMS for the warning of tsunami, with approval of subjects of the Russian Federation by their administrations.

3. To impose control over the implementation of the order on the deputy manager of Roshydromet A. V. Frolov.

Regulations on functional subsystem of the warning of tsunami of Universal State System of Prevention and Response to ES

1. This Provision determines the organization, structure and procedure for functioning of functional subsystem of the warning of tsunami of Universal State System of Prevention and Response to ES (further FP RSChS-tsunami).

2. FP RSChS-tsunami is intended for accomplishment of tasks according to the prevention of executive bodies of subjects of the Russian Federation, local government bodies, organizations and the populations of the Far East region about threat of tsunami for the purpose of safety of the population and economic activity in coastal areas and reduction of possible damage from tsunami.

3. The main objectives of FP RSChS-tsunami are:

continuous observation of seismic and hydrophysical situation in the Pacific Ocean and the Far East seas for the purpose of detection of underwater earthquakes and registration of tsunami;

calculation of characteristics of tsunami;

the timely prevention of executive bodies of subjects of the Russian Federation, local self-government, the organizations (companies) and the population of the Far East region about threat tsunami and the notification about tsunami threat cancellation;

maintenance of necessary level of hardware of elements of subsystem providing timely receipt of reliable information about tsunami, its processing and transfer on communication channels according to the established schemes;

tsunamirayonirovaniye of the territories and issue of recommendations about safe activities in coastal zone of the Far East of Russia;

education and training of the population to actions in case of the emergency situations caused by tsunami;

implementation of interaction with foreign services of the warning of tsunami in the Pacific region.

4. The procedure for functioning of FP RSChS-tsunami is determined by the Federal Law of 21.12.94 of N68-FZ "About Protection of the Population and the Territories against Emergency Situations of Natural and Technogenic Nature" ("Russian Federation Code", 1994, N 35, the Art. 3648), the Regulations on Universal State System of Prevention and Response to ES approved by the order of the Government of the Russian Federation of December 30, 2003 N794 (in edition of the order of the Government of the Russian Federation of 27.05.2005 of N 335), this Provision, regulations of Federal Service for Hydrometeorology and Environmental Monitoring, Russian Academy of Sciences (further - RAS), the Ministries of the Russian Federation for civil defense, to emergency situations and liquidation of natural disasters, the Ministries of information technologies and communication of the Russian Federation, executive bodies of subjects of the Russian Federation in the Far East region.

6. FP RSChS-tsunami functions at the regional level.

Coordinating bodies of FP RSChS-tsunami are the commissions on the prevention and liquidation of emergency situations and to ensuring fire safety of executive bodies of subjects of the Russian Federation in the Far East region providing coordination of activities of territorial authorities of Roshydromet, Geophysical service RAS, Emercom of Russia, Ministry of Information Technologies and Communications of Russia, executive bodies of subjects of the Russian Federation, local government bodies and organizations in the Far East region in case of the solution of tasks in the field of the warning of tsunami

8. Permanent bodies of management of FP RSChS-tsunami are the territorial authorities of Roshydromet, Emercom of Russia, Geophysical service RAS, the Ministry of Information Technologies and Communications of Russia and division of executive bodies of subjects of the Russian Federation in the Far East region intended for the solution of tasks in the field of protection of the population and the territories against emergency situations.

9. Bodies of daily management of FP RSChS-tsunami are:

centers of the warning of tsunami and duty shifts of territorial administrations of Roshydromet;

control centers in crisis situations of territorial authorities of Emercom of Russia in the Far East region;
