About approval of Rules of use of the equipment of wire and optical transmission systems of subscriber access

(as amended on 17-03-2014)

According to article 41 of the Federal Law of 07.07.2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, the Art. 2895) and item 4 of Rules of the organization and work on obligatory confirmation of conformity of the means of communication approved by the order of the Government of the Russian Federation of 13.04.2005 No. 214 (The Russian Federation Code, 2005, to No. 16, of the Art. 1463), I order:

1. Approve the enclosed Rules of use of the equipment of wire and optical transmission systems of subscriber access.

2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

3. To impose control of execution of this order on the deputy minister of information technologies and communication of the Russian Federation B.D.Antonyuk.

Rules of use of the equipment of wire and optical transmission systems of subscriber access

I. General provisions

1. Rules of use of the equipment of wire and optical transmission systems of subscriber access (further - Rules) No. 126-FZ "About communication" is developed according to article 41 of the Federal Law of 07.07.2003 (The Russian Federation Code, 2003, No. 28, the Art. 2895) for the purpose of ensuring integrity, stability of functioning and safety of single network of telecommunication of the Russian Federation.

2. Rules establish mandatory requirements to parameters of the equipment of wire and optical transmission systems of subscriber access (further - the equipment of transmission systems of subscriber access) in public communication network and technological communication networks in case of their accession to public communication network.

3. The equipment of transmission systems of subscriber access is subject to declaring of compliance.

II. Requirements to the equipment of transmission systems of subscriber access

4. In the equipment of transmission systems of subscriber access one of the following interfaces or their combination is used (two and more):

1) the two-conductor analog interface to public telecommunications network (FXO);

2) the two-conductor analog interface to the terminal equipment of public telephone network (FXS);

3) the four-pro-water interface to tone frequency channels;

4) the four-pro-water digital interface to public telecommunications network (S/T-interface);

5) the two-conductor digital interface to public telecommunications network (U interface);

6) interfaces for the organization of signaling for physical lines in the tone and supersonic ranges of frequencies;

7) data interfaces (group V interfaces);

8) interfaces of digital subscriber lines (xDSL);

9) interfaces to data communication network with use of control bearing and collision detection (Ethernet);

10) interfaces to the equipment of plesiochronous digital hierarchy (further - PDH), including optical PDH interfaces;

11) interfaces to the equipment of synchronous digital hierarchy (further - SDH);

12) interfaces to the equipment of optical systems with spectral separation (WDM);

13) interfaces to the equipment using the mode of asynchronous transfer (ATM);

14) interfaces to the equipment using the mode of frame relay (FR);

15) interfaces to the data communication networks supporting work on the IP protocol;

16) interfaces to the data communication networks supporting multilegal commutation on tags (MPLS);

17) interfaces to the video service signaling equipment;

18) interfaces of injection locking.

19) the interface to passive fiber networks of G-PON.

5. The transmission system of subscriber access provides between the terminal equipment and transport systems the organization of channels and (or) paths (one type or several):

1) two-conductor express speaker circuit of voice frequency;

2) chetyrekhprovodny tone frequency channel;

3) chetyrekhprovodny channel ISDN of 192 kbps;

4) channel of basic access of ISDN of 160 kbps (BRI);

5) channel of primary access of ISDN of 2048 kbps (PRI);

6) digital path of the computer network with use of control bearing and collision detection;

7) the combined channel (path) terminating in interfaces of different types.

6. Under the organization of telephone communication signaling of interaction between the terminal equipment and telephone exchange by one or in several ways is provided:

1) signaling of set of number pulse code;

2) interaction signaling by multifrequency code (DTMF);

3) signaling of challenge with nominal frequency of 25 or 50 Hz;

4) transfer of tariff signals (frequency 16 kHz or change of polarity of power supply in customer loop);

5) signaling of interaction of ISDN of signaling, clock synchronization, synchronization of octets, frame alignment, activation and deactivation, operational and maintenance;

6) use of subscriber signaling of V5.x.

7. For the equipment of transmission systems of subscriber access the following mandatory requirements to parameters are established:

1) exchange and subscriber termination of two-conductor express speaker circuit (appendix 1 to Rules);

2) the channels formed in the equipment of transmission systems of subscriber access (appendix 2 to Rules);

3) S/T - the interface (appendix 3 to Rules);

4) U interface (appendix 4 to Rules);

5) interface of primary access to the equipment of ISDN (appendix 5 to Rules);

6) the V5 interface to digital telephone exchanges (appendix 6 to Rules);

7) data interfaces (appendix 7 to Rules);

8) the linear interface of modems with physical communication lines (appendix 8 to Rules);

9) the linear interface of the equipment of data transmission working in the supersonic range of frequencies (appendix 9 to Rules);

10) the forming equipment in the supersonic range of frequencies of additional two-conductor express speaker circuit (appendix 10 to Rules);

11) linear interface of low-speed digital subscriber line (appendix 11 to Rules);

12) high-speed digital subscriber line (appendix 12 to Rules);

13) medium-rate digital subscriber line (appendix 13 to Rules);

14) asymmetric digital subscriber line (appendix 14 to Rules);

15) symmetric digital subscriber line (appendix 15 to Rules);

16) superfast digital subscriber line (appendix 16 to Rules);

17) the decoupling device (Splitter) of digital subscriber line for the organization of low-frequency channel 0 - 4 kHz (appendix 17 to Rules);

18) the decoupling device for the organization of joint signaling of the U interface of ISDN and ADSL (appendix 18 to Rules);

19) interface of 64 kbps (appendix 19 to Rules);

20) electric interfaces to the equipment of plesiochronous and synchronous digital hierarchies (appendix 20 to Rules);

21) line link of 2048 kbps, (HDB3) code of transmission systems of subscriber access (appendix 21 to Rules);

22) optical linear interface of plesiochronous digital hierarchy of transmission systems of subscriber access (appendix 22 to Rules);

23) optical interfaces to the equipment of synchronous digital hierarchy (appendix 23 to Rules);

24) interfaces to the equipment of optical systems with spectral separation (appendix 24 to Rules);

25) interfaces to data communication network with use of control bearing and collision detection (appendix 25 to Rules);

26) interfaces to the equipment using the mode of asynchronous transfer (appendix 26 to Rules);

27) interfaces to the equipment using the frame relay mode (appendix 27 to Rules);

28) interfaces to the data communication networks supporting work on the IP protocol (appendix 28 to Rules);

29) interfaces to the data communication networks supporting multiprotocol label switching (appendix 29 to Rules);

30) video service signaling interfaces (appendix 30 to Rules);

31) interface of injection locking (appendix 31 to Rules);

32) protection of the equipment against the dangerous and disturbing influences on linear interfaces (appendix 32 to Rules);

33) equipment power supply (appendix 33 to Rules);

34) distant power supply of the equipment (appendix 34 to Rules);

35) also communications of the Russian Federation of 23.04.2013 No. 93 Is excluded according to the Order of the Ministry of information technologies.

36) the interface to passive fiber networks of G-PO№ (appendix 36 to Rules).

8. The interfaces used in the declared equipment are given in the declaration of conformity (item 2.2 "Technical description").

9. In case of adoption of the declaration of conformity fulfillment of requirements, specified in appendices 1 - 36, is subject to confirmation in accredited test laboratory (center).

Appendix 1

to Rules of use of the equipment of wire and optical transmission systems of subscriber access

Requirements to parameters of the exchange and subscriber termination of two-conductor express speaker circuit

1. Exchange termination of two-conductor express speaker circuit has the following parameters:

1.1. Admissible limits of frequency of the ringing signal constitute 1655 Hz.

1.2. Admissible limits of tension of the ringing signal constitute 35 - 110 Veff.

1.3. Module of input resistance to alternating current:

1) in challenge waiting mode (at frequency of 1000 Hz) - at least 2 kOhm;

2) in challenge receive mode (at frequency of 25 or 50 Hz) is made by 3 - 20 kOhm;

3) in receive mode of signals of tariffing (at frequency of 16 kHz) is constituted by 0,16 - 4 of kOhm.

1.4. Input resistance on direct current in case of disconnection of customer loop - at least 100 kOhm.

1.5. Permanent component of input current when sending the ringing signal of 110 Veff - no more than 4 mA.

1.6. Loop current in the colloquial mode and in case of set of number constitutes 22 - 70 mA.

1.7. In case of loss of power supply the loop of subscriber line does not become isolated.

2. The subscriber termination of two-conductor express speaker circuit meets the following requirements:

2.1. Tension of direct current in case of broken circuit of connection of the terminal equipment constitutes 20 - 72 V (recommended znacheniyeboly 40 V).

2.2. Food current in chain of connection of the terminal equipment in colloquial condition constitutes 18 - 70 mA (recommended znacheniye25 - 40 mA).

2.3. The equipment intended for connection to devices with dc dialing of number will recognize code of signal of dc dialing of number and provides consistent reception from the terminal equipment signal of dc dialing of number under following conditions:

2.3.1. Speed of set of number 7,5 - 12,5 imp / page.

2.3.2. Pulse coefficient (the disconnection duration relation to short circuit duration) - 1,3 - 1,9.

2.3.3. Pause duration between two series of impulses - 1801100 ms.

2.4. Disconnection of chain in the course of the conversation or set of number for the period from 30 to 130 ms will be recognized as signal of calibrated disconnection of loop for the order of additional types of servicing.

2.5. Disconnection of chain of connection of the terminal equipment in the course of the conversation or set of number for time exceeding 400 ms will be recognized as the subscriber's release.

2.6. Admissible current of leakage in waiting mode of challenge and in pauses of set of number - at least 3 mA.

3. The equipment intended for processing of signals of multi-frequency dialing provides consistent reception from the terminal equipment of signal of frequency set of number under following conditions:

3.1. Frequencies of components of selection signal of number:

1) group 1: 697, 770, 852, 941 Hz;

2) group 2: 1209, 1336, 1477, 1633 Hz.

3.2. Frequencies do not differ from the nominal rates more, than on % 1,8.

3.3. Levels of frequency components are in limits minus 20 - 0 dB. The difference of levels of frequency components does not exceed 5 dB.

3.4. Duration of the double-frequency sending and pauses between them constitutes at least 40 ms.

3.5. The total level of noises is in band of the frequencies of 250 - 4300 Hz 20 dB below than the level of signals of group 1.

4. The specified equipment does not provide acceptance from the terminal equipment of signal of frequency set of number under following conditions:

4.1. Variation of frequencies of components of selection signal of number from the nominal rates more than 3%.

4.2. Level of any of frequency components of selection signal of number - is less minus 37 dB.

4.3. The difference of levels of signals of group 1 and group 2 selection signals of number - is more than 15 dB.

4.4. Sending duration (or pauses) in case of set of number - less than 20 ms. ms.

4.5. Pause duration between sending of selection signal of number less than 20

5. Determination of the first digit in case of frequency set of number is provided if two frequencies are followed by signal "The reply of the station" with level minus 5 +-0,5 dbm0.

6. If the equipment performs transfer towards the terminal equipment of audible tones "The reply of the station", "Control of sending of challenge", "Is occupied", their level constitutes minus (10 +-5) dB on loading of 600 Ohms.

7. By transfer of other audible tones towards the terminal equipment against the background of conversation their level is in limits minus (15+-5) dB on loading of 600 Ohms.

8. If the equipment performs transfer towards the terminal equipment of the ringing signals, then the frequency of the ringing signal is in limits (25 +-5) Hz or (50 +-5) Hz.

9. Tension of the ringing signal on loading of 750 Ohms + microfarad 2,0 - at least 35 Century.

10. The delay of shutdown of the ringing signal in case of the answer of the subscriber does not exceed 150 ms.

11. The equipment intended for transfer of station tariff signals 16 kHz towards the terminal (user) equipment has the following characteristics:

11.1. Conditions of operation of the receiver of tariff signals of exchange termination of transmission system of subscriber access:

1) the frequency of the accepted tariff signals is equal 16 +-to kHz 0,1;

2) tension of the accepted tariff signals constitutes minus 8 - 6 dbn;

3) duration of the accepted tariff impulses, is equal 100 +-20 ms;

4) the quantity of tariff impulses within 1 second is equal to 5.

11.2. Conditions of failure of the receiver of tariff signals of exchange termination of transmission system of subscriber access:

1) tension of signals (at frequency of 16 +-kHz 0,1) - less minus 12 dbn;

2) tension at frequencies of 15 and 17 kHz - more than 0 dbn;

3) duration of impulses (in case of level 6 dbn) - less than 10 ms.

11.3. Parameters of tariff signals on the party of the user:

11.3.1. Frequency of tariff signals is equal 16 +-to kHz 0,04.

11.3.2. Level of tariff signal on loading of 200 Ohms - is at least minus 8.

11.3.3. Misstatement of tariff signals is made by no more than 5%.

11.3.4. Misstatement of tariff impulses - no more than 20 ms.

11.3.5. Delay of impulses of tariffing - no more than 50 ms.

11.4. The equipment intended for transfer of tariff signals by food polarity reversal in customer loop provides polarity reversal of signals with duration (polarity reversal interval between positive and negative impulses) of 300 +50 ms.

12. In case of adoption of the declaration of conformity fulfillment of requirements, specified in items 1. 1, 1.7, 2.1, 2.2, 2.6, 8, of 9, 11.3.1, is subject to confirmation in accredited test laboratory (center).

Appendix 2

to Rules of use of the equipment of wire and optical transmission systems of subscriber access

Requirements to parameters of the channels formed in the equipment of transmission systems of subscriber access

1. Parameters of the four-wire express speaker circuit formed in the equipment of transmission systems of subscriber access meet the following requirements:

1.1. Nominal relative level on input of the channel - minus 13 - minus 16 dbo.

1.2. Nominal relative level on output of the channel is equal 47 dbo.

1.3. The variation of residual attenuation at frequency of 1020 Hz from nominal rate does not exceed +-dB 0,5.

1.4. Amplitude-frequency misstatements of residual attenuation concerning the frequency of 1020 Hz has the following values:

1) at frequencies from 500 Hz to 600 Hz - no more 1,5 of ms,

2) at frequencies from 600 Hz to 1000 Hz - no more 0,75 of ms,

3) at frequencies from 1000 Hz to 2600 Hz - no more 0,25 of ms,

4) at frequencies from 2600 Hz to 2800 Hz - no more 1,5 of ms.

1.7. Nominal resistance on input and output of the channel - 600 Ohms.

1.8. Attenuation of reflection of rather nominal resistance - more than 20 dB.

1.9. Asymmetry attenuation:

1) in band of frequencies from 300 to 2400 Hz - more than 46 dB;

2) in band of frequencies from 2400 to 3400 Hz - more than 41 dB.

1.10. The weighed noise in idle channel does not exceed minus 65 dbm0p.

1.11. The level of single-frequency noise in idle channel measured selectively in band of the frequencies of 300 - 3400 Hz - no more minus 50 dbm0.

1.12. Level of distinct transitional noise in adjacent channels does not exceed minus 65 dbm0.

1.13. Level of transitional noise from transfer on acceptance does not exceed minus 60 dbm0.

1.14. Total misstatements, including the quantizing distortions measured for sinusoidal signal have the following values:

2.4. Amplitude-frequency misstatements of residual attenuation concerning the frequency of 1020 Hz have the following values:
