Approve the Procedure for use of funds from the account of the Ministry of digital transformation for ensuring counteraction to information threats from the state aggressor, cyberprotection, recovery and development of digital infrastructure of the state which is applied.

Procedure for use of funds from the account of the Ministry of digital transformation for ensuring counteraction to information threats from the state aggressor, cyberprotection, recovery and development of digital infrastructure of the state

1. This Procedure determines the mechanism of use of means for ensuring counteraction to information threats from the state aggressor, cyberprotection, recoveries and developments of digital infrastructure of the state which arrived as voluntary contributions (charitable gifts) from physical persons and legal entities of private law and/or public law into Mintsifra's account opened in National Bank (further - means) which are source of forming of special fund of the government budget.

2. In nastoyashchemporyadka terms are used in the value given in the Laws of Ukraine "About the basic principles of ensuring cyber security of Ukraine", "About information protection in information communications systems", "About the humanitarian assistance", "About charity and charitable organizations", "About public associations", the budget legislation and also in other regulatory legal acts concerning provision of charitable gifts, the humanitarian assistance, grants and gifts.

3. Means can receive the central executive bodies and other state bodies, regional, district and Kiev city military authorities or regional, district and Kiev city the state administrations, local government bodies, the companies, organizations, the organizations of the state and utility pattern of ownership (further - applicants).

4. Funds are allocated on:

gain of cyberprotection of the state, in particular acquisition and implementation (development, upgrade) corresponding technical and software, the organization of special doctrines and international cooperation, acquisition of services in the field of information protection;

ensuring continuous work, protection and development of objects of information infrastructure - national electronic information resource and the state information communications systems;

implementation of priority projects of digital transformation, in particular in the field of social protection, the state tax and customs policy, infrastructure;

development of the Single state web portal of electronic services and mobile application of the Single state web portal of electronic services (Diya), in particular introduction of new priority e-services, information, communication and financial services, development and ensuring functioning of the Single state web portal for collection of donations in support of Ukraine "United24";

ensuring smooth operation and development of the state registers, in particular by creation of reserve infrastructure and transfer of the state registers, acquisition of the corresponding software, the equipment and lease of infrastructure for placement of the state registers, the upgrades existing and creations of new state registers;

holding digital information, multimedia campaigns and information and communication actions (including expenses for their organization and providing) in Ukraine and abroad for distribution of true information on events in Ukraine and for ensuring daily informing the international community on real condition of situation of safety and events in Ukraine, and also counteractions to the Russian propaganda and fakes, promoting of Ukraine in the world;

holding information campaign in Ukraine and abroad for promotion of the purpose, tools and the concept of the national United24 brand;

creation of photo - video content, other presentation materials, promoting of the Single state web portal for collection of donations in support of Ukraine "United24", production of advertizing products for the purpose of increase in amount of donations in support of Ukraine on the basis of the proposals submitted by the state company "Diya";

purchase of the goods, works and services aimed at providing continuous work, protection and development of objects of information infrastructure.

Mintsifra can use funds from Mintsifra's account opened in National Bank (further - Mintsifra's account), for payment of commission expenses within agreement performance of the bank account with National Bank.

5. For decision making concerning distribution and/or transfer of means for accomplishment of tasks in the directions determined in item 4 of this Procedure, Mintsifra forms the commission on questions of distribution (transfer) of means (further - the commission).

Distribution and/or transfer of the means provided by this Item is performed within the available means on Mintsifra's account, and also unused means on the corresponding accounts of special fund of the government budget by results of the performed tasks in the directions of use of means determined in item 4 of this Procedure.

Information concerning the amount of the means which arrived into Mintsifra's account, and also balance on Mintsifra's account is updated at least once a month on the official website of Mintsifra.

6. The commission makes the decision on distribution and/or transfer of means based on the provided offers regional, Kiev city public administrations (regional, Kiev city military authorities), local government bodies, the central executive bodies, other state bodies in form according to appendix 1 on actual demand in funds for accomplishment of tasks in each direction determined in item 4 of this Procedure taking into account priority and first priority of tasks.

Offers are created according to provided by applicants of media.

Proposals are separately submitted by the companies, organizations, the organizations included in network of the main manager of means of the government budget which is Mintsifra.
