About the instruction on the organization, ensuring functioning and safety of data transmission channels in the integrated information system of the Eurasian Economic Union

1. Approve the enclosed Instruction on the organization, ensuring functioning and safety of data transmission channels in the integrated information system of the Eurasian Economic Union.

2. This Decision becomes effective after 10 calendar days from the date of its official publication.

The instruction on the organization, ensuring functioning and safety of data transmission channels in the integrated information system of the Eurasian Economic Union

I. General provisions

1. This Instruction is developed according to the Decision of Board of the Eurasian economic commission of June 2, 2016 No. 50 (chipboard) and determines procedure for the organization, ensuring functioning and safety of secure channels of data transmission between integration and national segments of the integrated information system of the Eurasian Economic Union (further respectively - the integrated system, the Union), and also between national segments of the integrated system (further - secure channels of data transmission).

2. Provisions of this Instruction are directed to achievement of steady functioning and accomplishment of given functions by secure channels of data transmission in the conditions of possible impact by the violator which possibilities are determined by model of safety hazards of information and actions of the potential violator approved by the Decision of Board of the Eurasian economic commission of September 26, 2017 No. 122 (chipboard).

3. Provisions of the Instruction extend to the activities in the field of implementation of interstate data exchange with use of the integrated system performed by the Eurasian economic commission (further - the Commission), and also operators of integration gateways and the confidential third parties of national segments of the integrated system.

II. Determinations

4. For the purposes of this document concepts which mean the following are used:

"the administrator of the protected data communication network" - the authorized person (persons) of the Commission exercising control of the protected data communication network, including direct configuring and management of components of the protected data communication network according to this Instruction and operational documentation on such components;

"the administrator of cryptographic gateways" - the authorized person (persons) of the participant of the protected data communication network performing direct configuring of the cryptographic gateways placed with the participant of the protected data communication network according to technical and operational documentation on cryptographic gateways and this Instruction;

"the protected data communication network" - virtual, the protected transportation network imposed on physical data transmission channels providing multiple network connections between cryptographic gateways constructed with use of technologies of firewalling and private virtual area networks using the cryptographic standard approved by the Commission for protection of data transmission channels;

"key notepad" - the optical information medium containing previously created sequence of random numbers (gamma) used for generation of cryptographic keys and the initializing sequences of program random number generators in cryptographic gateways;
