1. Take into consideration that according to the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60 "About the Strategy of Development for New Uzbekistan for 2022 - 2026" for rendering practical assistance to the citizens who served custodial sanction in finding by them in the future the place in society implements system of provision of "packet of primary social financial support".

2. Create in each area (city) under the direction of hokim of areas (cities) the Interdepartmental permanent commissions on consideration of question of provision of "packet of primary social financial support" on assistance of social adaptation of the citizens who served custodial sanction (further - the Interdepartmental commissions).

3. Approve:

Regulations on procedure for provision of "packet of primary social financial support" on assistance of social adaptation of the citizens who served custodial sanction according to appendix No. 1;

Standard structure of the interdepartmental permanent commissions on consideration of question of provision of "packet of primary social financial support" on assistance of social adaptation of the citizens who served custodial sanction according to appendix No. 2.

4. Determine that since September 1, 2022:

The interdepartmental commissions are responsible for preparation of the reasonable conclusions for studying and financing of specific projects of the citizens who served custodial sanction for such directions as entrepreneurship, architecture, workmanship;

to the citizens who served custodial sanction, "the packet of primary social financial support" is provided by executive bodies on places first of all at the expense of means of budgets of areas (cities), by missing part - by budget funds of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent in tenfold size of the minimum wage;

procedures of provision of "packet of primary social financial support" are performed openly and is transparent by means of the information system "Unified Register of Social Protection" of the Ministry of Finance.

5. To the Ministry of Internal Affairs together with the Ministry of Finance till September 1, 2022 to take measures for integration of the corresponding database with the information system "Unified Register of Social Protection" for the purpose of ensuring electronic data exchange about the citizens who served custodial sanction.

6. makhallabay and to development of entrepreneurship till September 1, 2022 to provide to the Ministry of Finance together with the Ministry of Internal Affairs, and also work Agency creation and enforcement of the separate module providing technical capabilities on provision of "packet of primary social financial support" in the information system "Unified Register of Social Protection".

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till September 1, 2022 for the organization of activities of the Interdepartmental commissions to take measures for their providing with required multimedia materials, furniture, the computer equipment and other equipment.

To the Ministry of Finance, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities) when forming parameters of the relevant budgets for 2023 and the next years to provide the expenses connected with provision of "packet of primary social financial support" to the citizens who served custodial sanction.

9. Third Item 3 of the resolution of the President of the Republic of Uzbekistan of August 4, 2020 No. PP-4797 "About additional measures for automation of procedures of provision of the state social services and the help to the population" after words of "needy families" to add the paragraph with the words "and the projects provided by the citizens who served custodial sanction in such directions as entrepreneurship, architecture, workmanship".

10. Implementation of coordination and control of activities of the departments responsible for execution of this resolution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the adviser to the President of the Republic of Uzbekistan B. D. Islamov.

Regulations on procedure for provision of "packet of primary social financial support" on assistance of social adaptation of the citizens who served custodial sanction

Chapter 1. General provisions

1. This Provision determines procedure for provision of "packet of primary social financial support" (further - the monetary assistance) by assistance of social adaptation of the citizens who served custodial sanction (further - receivers of the help).

2. The monetary assistance is provided once to each receiver of the help for assistance of its social adaptation for the purpose of financing of projects implementation in such directions as entrepreneurship, architecture, workmanship.

3. The monetary assistance is provided in tenfold size of the minimum wage.

4. The monetary assistance is allocated:

in 2022 - at the expense of additional resources of budgets of areas (cities), by missing part - at the expense of additional resources of the budget of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent;

in 2023 and the next years - at the expense of means of budgets of areas (cities), by missing part - by budget funds of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent.

5. The monetary assistance is provided by means of the information system "Unified Register of Social Protection" according to the scheme according to appendix No. 1 to this Provision.
