About approval of the Procedure for appointment and payment of the government public assistance to persons which have no pension entitlement, to both disabled people and the government public assistance on leaving

Determine that appointment and payment of the government public assistance to leaving to lonely persons who reached 80-year age and according to the conclusion of the medical and advisory commission require permanent foreign care, since January 1, 2020 it is performed according to statements of persons who addressed for purpose of such help till November 1, 2020.

Approve the Procedure for appointment and payment of the government public assistance to persons who have no pension entitlement to both disabled people and the government public assistance on leaving it (is applied).

Procedure for appointment and payment of the government public assistance to persons who have no pension entitlement, both to persons with disability and the government public assistance on leaving

General questions

1. This Procedure determines conditions of appointment, provision and payment:

the government public assistance to persons who have no pension entitlement, and to persons with disability;

the government public assistance on leaving.

2. The government public assistance to persons who do not have pension entitlements and to persons with disability and the government public assistance on leaving is appointed and paid:

to citizens of Ukraine who constantly live in the territory of Ukraine;

to the foreigners and stateless persons which moved from other states on permanent residence to Ukraine and persons who are recognized as the refugees or persons needing additional protection;

to citizens of the Republic who are in the territory of Ukraine on the conditions provided by the Law of Ukraine "About establishment of additional legal and social guarantees for citizens of the Republic who are in the territory of Ukraine", taking into account Item provisions 6 parts one of article 2 of the specified Law.

3. To needy persons who have the right to the government public assistance to persons who have no pension entitlement and persons with disability and the government public assistance on leaving, possess persons whose average monthly comprehensive income for the last six calendar months or two quarters which precede month of the request for purpose of the help does not exceed the subsistence minimum determined for persons who lost working capacity (except persons with disability of the I group and children of the died supporter).

4. To lonely persons who have the right to the government public assistance to persons who have no pension entitlement and persons with disability and the government public assistance on leaving, possess citizens who have no the able-bodied relatives obliged to contain them under the law. Confirmation of belonging to this category is:

information on absence of the able-bodied relatives (irrespective of the place of their accommodation) obliged to contain them under the law (it is noted in the submitted application for purpose of the help with leaving);

information on family composition (it is specified in the declaration on the income and property of person who addressed for purpose of the public assistance) (in case of need).

5. To persons with disability (further - the public assistance) persons who are at the same time answering to such conditions have the right to the government public assistance to persons who have no pension entitlement and:

1) persons who reached age of 65 years and have no pension entitlement according to the legislation or which establishes disability in accordance with the established procedure. Before achievement of the specified age women of 1960 of year of birth and seniors after achievement of such age by them belong to persons who have no pension entitlement:

58 years - who were born till September 30, 1953 inclusive;

58 years 6 months - who were born from October 1, 1953 to March 31, 1954;

59 years - who were born from April 1, 1954 to September 30, 1954;

59 years 6 months - who were born from October 1, 1954 to March 31, 1955;

60 years - who were born from April 1, 1955 to September 30, 1955;

60 years 6 months - who were born from October 1, 1955 to March 31, 1956;

61 years - who were born from April 1, 1956 to September 30, 1956;

61 years 6 months - who were born from October 1, 1956 to March 31, 1957;

62 years - who were born from April 1, 1957 to September 30, 1957;

62 years 6 months - who were born from October 1, 1957 to March 31, 1958;

63 years - who were born from April 1, 1958 to September 30, 1958;

63 years 6 months - who were born from October 1, 1958 to March 31, 1959;

64 years - who were born from April 1, 1959 to September 30, 1959;

64 years 6 months - who were born from October 1, 1959 to March 31, 1960;
