About measures for creation in regions and to providing special economic and small industrial zones with engineering and communication infrastructure

For the purpose of creation of the industrial areas for implementation of investment projects of production with high value added and ensuring full and uninterrupted activities in them entrepreneurs, and also creation of engineering and communication infrastructure and support of activities of investors in regions:

1. Approve:

Summary parameters of actions for providing with external engineering and communication networks special economic zones, small industrial zones, youth industrial and entrepreneurial zones and large production projects with participation of direct foreign and domestic investments in 2022 according to appendix No. 1 *;

The address program of actions for providing special economic zones with external engineering and communication networks in 2022 according to appendix No. 2 *;

The address program of actions for providing small industrial zones with external engineering and communication networks in 2022 according to appendix No. 3 *;

The address program of actions for providing youth industrial and entrepreneurial zones with external engineering and communication networks in 2022 according to appendix No. 4 *;

The address program of actions for providing large production projects with participation of direct foreign and domestic investments by external engineering and communication networks in 2022 according to appendix No. 5*.

2. Approve offers of the Ministry of investments and foreign trade, the Ministry of Economic Development and reducing poverty, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent about:

creation of 104 new small industrial zones on 363,29 of hectare of lands of nonagricultural appointment in regions in 2022 according to appendix No. 6 *;

creation in addition 100 small industrial zones and implementation of investment projects in the direction of the industry in 2023 and in the years ahead.

3. Approve the Address program of actions for providing the created new small industrial zones with external engineering and communication networks in 2022 according to appendix No. 7*.

4. Determine that according to the Address program of actions for providing the created new small industrial zones with external engineering and communication networks:

project development of the master plan is performed at the expense of means of local budgets of the Republic of Karakalpakstan, areas and the city of Tashkent, and also funds of development of infrastructure of entrepreneurship of regions;

the project organization for development of master plans is determined in accordance with the established procedure;

financing of objects is made after development of master plans of small industrial zones based on the specifications provided by supply agencies in accordance with the established procedure.

5. Determine that:

inclusion in address programs of additional projects (objects) within allocated funds, and also modification and (or) amendments on exception of the existing inefficient projects can be performed by Presidium of the Cabinet of Ministers;

financing of works on construction of facilities (projects) included in address programs is made according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

tasks of the customer of works on construction and repair of the objects included in address programs carry out the organizations determined by the resolution of the President of the Republic of Uzbekistan of April 30, 2021 No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones".

6. Determine that within the Development program of social and production infrastructure of the Republic of Uzbekistan for 2022 financing of the means required for works on construction and repair of networks:

drinking water supply and the sewerage, and also the highways provided by address programs it is performed by the Ministry of Economic Development and reducings poverty and the Ministry of Finance following the results of the tender (competitive) biddings based on the approved address lists;

the electrical energy and natural gas provided by address programs it is performed by the Ministry of Finance together with the Department of Energy by allocation of budget advance based on the design estimates developed in accordance with the established procedure.

At the same time the funds necessary for expenses on development of the design estimates of objects (projects) included in address programs are allocated within the means provided on the specified objects (projects) in address programs.

7. To the republican headquarters on control and coordination of execution of state programs (E. T. Yuldashev) to establish constant control behind target allocation and expenditure of means on the projects realized within this resolution each half a year to enter information in Administration of the President of the Republic of Uzbekistan.

8. To the ministry of investments and foreign trade together with other interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on changes and amendments in the acts of the legislation following from this resolution.

9. Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, the first deputy minister of investments and foreign trade A. B. Voitov and the deputy minister of economic development and reducing poverty A. M. Boboyev the personal responsibility for the effective organization of execution of this resolution.

Discussion of course of execution of this resolution, implementation of coordination and control of activities of the departments responsible for its execution to assign to the adviser to the President of the Republic of Uzbekistan R. A. Gulyamov and the deputy prime minister of the Republic of Uzbekistan S. U. Umurzakov.
