About additional measures for enhancement of activities of the Tashkent state pedagogical university of name Bottoms

For the purpose of improvement of quality of education and implementation of the advanced educational programs in activities of the Tashkent state pedagogical university of name Bottoms, adjustments of effective system of training of highly qualified personnel with skills of use of modern knowledge and pedagogical technologies:

1. Approve the offer of the Ministry of national education and the Ministry of the higher and secondary vocational education on transformation according to the international requirements of the Tashkent state pedagogical university of name Bottoms (further - University) in 2022 - 2026.

2. Approve:

The program of transformation and complex development of the Tashkent state pedagogical university of name by Bottoms in 2022 - 2026 according to appendix No. 1 *;

Target indicators of development of the Tashkent state pedagogical university of name by Bottoms in 2023 - 2026 according to appendix No. 2*.

3. Assign to the minister of national education of task on:

a) to attraction till January 1, 2023 by extrabudgetary funds of University on departments of specialty at least 15 qualified foreign specialists;

b) to implementation till September 1, 2023 at University at least three joint educational programs in cooperation with the highest educational institutions which entered in top-1000 the highest educational institutions in the rating of internationally acknowledged organizations;

c) till January 1, 2024:

to complete implementation in activities of University of the information system "Process Management of the Higher Education";

to ensuring inclusion of the scientific magazine of University in Scopus, Web of Science or other international databases;

d) till January 1, 2025:

to ensuring inclusion of University in the industry, regional or thematic ratings of the international rating agencies Times Higher Education or Quacquarelli Symonds;

to carrying out accreditation of the directions of formation of bachelor degree and specialties of magistracy of University with involvement of the authorized international organizations;

the organizations of management system of University on the basis of requirements of ISO:21001 (Educational organizations - Management systems for educational organizations);

e) to ensuring achievement of the target indicators specified in appendix No. 2 * to this resolution.

4. Provide to University since January 1, 2023 the academic, organizational and financial independence provided by resolutions of the President of the Republic of Uzbekistan of December 24, 2021 No. PP-60 "About additional measures for ensuring the academic and organizational and managerial independence of the public highest educational institutions" and No. PP-61 "About measures for provision of financial independence to the public highest educational institutions".

Determine that activities of University are financed by the funds allocated from the Government budget for training on the basis of the state order (state grant), means arriving from training at paid and contractual basis, implementation of economic activity and rendering services on contractual basis and also the charitable gifts, grants and other sources which are not prohibited by acts of the legislation.

5. Determine that in 2024/2025 academic year according to the procedure of experiment process of acceptance on the directions of formation of pedagogical profile of University (except for the directions of education requiring special endowments) is carried out in two steps, in particular at the first stage - in the form of preliminary examination, at the second stage - by introductory tests. At the same time:

preliminary examination and introductory tests are held by the State center testings;

within the preliminary examination studying of tendency of entrants to pedagogical profession is carried out;

it is allowed to take part in introductory tests only to the entrants who successfully passed preliminary examination.

6. To the ministry of national education (B. Saidov), to the Ministry of the higher and secondary vocational education (A. Toshkulov) and to the State center of testing (M. Karimov):

till January 1, 2024 - to develop and claim temporary procedure for acceptance for study for the directions of formation of pedagogical profile of University;

proceeding from results of experiment - to make in the Cabinet of Ministers the offer on distribution of procedure for carrying out to two stages of admission examinations on the directions of formation of pedagogical profile also on other highest educational institutions which are engaged in preparation of pedagogical personnel.

7. Form in structure of the Department of Pedagogical Education and Practice University, consisting of qualified specialists of the Center of researches of development of the higher education and implementation of advanced technologies, National institute of pedagogical skill of A. Avloni (further - Institute), the Republican center of education and the Republican center of professional orientation and psychology and pedagogical diagnostics of pupils under the Ministry of preschool and school education, Institute of retraining and advanced training of directors and specialists of the preschool educational organizations and to determine the main objectives of this department:

ensuring succession of educational programs of University with educational programs of preschool, out-of-school, general averages, average special and professional educational institutions;

acquaintance of students of University with activities of educational institutions and features of pedagogical profession;

carrying out the social researches directed to studying of the relation of students to pedagogical profession and methods of their motivation to pedagogical activities;

development and implementation of measures, directed to increase in attractiveness of education at University, studying of opinions and wishes of graduates concerning the organization of educational process and work practice;

enhancement of activities of University according to the international requirements, carrying out researches of the available problems interfering its entry into the ratings of the highest educational institutions of internationally acknowledged organizations with introduction of offers on results of researches;

preparation and introduction for discussion into the Supervisory board of University of offers on strengthening of integration of education and practice, to enhancement of processes of continuous professional development of pedagogical personnel.

8. Determine that:

the list of employees of Department of pedagogical education and practice is created of number of representatives from each organization;

the head of department of pedagogical education and practice is appointed to position and dismissed by the rector of University;

employees of Department of pedagogical education and practicians perform activities on a voluntary basis;
