About provision of subsidies

Based on paragraphs of first and third of part two of subitem 9.2 of Item 9 of the Presidential decree of the Republic of Belarus of July 17, 2014 No. 347 "About the state agrarian policy", the paragraph of the fourteenth of article 8 of the Law of the Republic of Belarus of July 2, 2010 No. 161-Z "About veterinary activities", and also subitem 3.5 of Item 3 of the resolution of Council of Ministers of the Republic of Belarus of February 1, 2021 "About the State program "Agrarian business" for 2021-2025" the Council of Ministers of the Republic of Belarus DECIDES: No. 59

1. Establish the list of the organizations to which subsidies for payment of part of interest for using the loans granted in Belarusian rubles in 2022-2024 on the conditions determined by banks for the term which is not exceeding 12 years on implementation of investment projects on reconstruction of upgrade (technical retrofitting) and to construction of rooms on the livestock, poultry-farming, krolikovodchesky and zverovodchesky objects existing and earlier begun with construction, according to appendix are provided.

2. The subsidies specified in Item 1 of this resolution:

2.1. are provided monthly at the expense of the means of the republican budget provided on other questions in the field of agricultural industry within the amounts approved by the law on the republican budget for the corresponding financial year in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent on the credits, during the term of charge of interest for using the credits;

2.2. are not provided for payment of part of the percent added on the amount overdue and (or) the deferred (spread) debt on principal debt on the credits.

3. In cases of change of the name of the borrower and (or) transition of the rights and obligations to the legal successor as a result of reorganization of the legal entity of subsidy are provided after entering of corresponding changes into the list specified in Item 1 of this resolution.

4. Recommend to local executive and administrative organs:

4.1. establish in coordination with banks lists of the organizations to which upgrades (technical retrofitting) and to construction of rooms on the livestock, poultry-farming, krolikovodchesky and zverovodchesky objects existing and earlier begun with construction, except for the investment projects included in appendix are provided at the expense of means of local budgets of subsidy for payment of part of interest for using the credits provided in Belarusian rubles in 2022-2024 on the conditions determined by banks on implementation of investment projects on reconstruction;

4.2. provide monthly to the organizations included in the lists specified in subitem 4.1 of this Item at the expense of means of the corresponding local budgets of subsidy for payment of part of interest for using the credits in the amount of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent on the credits, during the term of charge of interest for using the credits.

5. Offer:

5.1. to banks monthly to provide to the Ministry of Agriculture and Food and the Ministry of Finance information on the size of obligations to banks according to the credit agreements signed for the purposes specified in Item 1 and subitem 4.1 of item 4 of this resolution, and on amounts of the actual issuance of credits for the accounting period;

5.2. to regional executive committees provide to the Ministry of Agriculture and Food of the copy of decisions on establishment of the lists specified in subitem 4.1 of item 4 of this resolution, and on introduction of changes in them no later than seven working days from the date of their acceptance.

6. Bring in the Regulations on procedure and conditions of issue of veterinary documents approved by the resolution of Council of Ministers of the Republic of Belarus of April 29, 2017 No. 319, the following changes:

exclude Item 19;

to state Item of 1 appendix to this Provision in the following edition:

"1. Animals (except for pigs and cattle), animal products *, stern and feed additives intended for personal use.

7. Include in structure of the board of the Ministry of Agriculture and Food approved according to Item 1 of the resolution of Council of Ministers of the Republic of Belarus of February 23, 2022 No. of 97, S.A. Fedchenko, having excluded from him A.E.Shcherbenk.

8. This resolution becomes effective after its official publication.
