The government of the Russian Federation establishes features of application of the general requirements specified in Items 3 and 7 of this Article to regulatory legal acts of subjects of the Russian Federation in which budget the settlement share of interbudget transfers from the federal budget (except for subventions) during two of three last reporting financial years did not exceed 20 percent of amount of own income of the consolidated budget of the subject of the Russian Federation which regulate provision of subsidies, including grants in the form of subsidies, to legal entities (except for subsidies to the public (municipal) institutions), to individual entrepreneurs, and also physical persons - producers of goods, works, services.";
