About the organization of acceptance for study in the public highest educational institutions

For the purpose of realization of the tasks determined in the State program by strategy implementation of development of New Uzbekistan for 2022 - 2026 in "Year of ensuring interests of the person and development waved", the Republic of Uzbekistan approved by the Presidential decree of January 28, 2022 No. UP-60:

1. Establish procedure according to which:

a) since 2022/2023 academic years:

in the public highest educational institutions proceeding from their opportunities remote form of education in the directions of formation of bachelor degree takes root;

parameters of the state order on acceptance for study in average special and professional educational institutions affirm the Ministry of the higher education, science and innovations based on offers of the ministries and departments having these educational institutions in maintaining in coordination with the Ministry of Economics and finance;

acceptance in magistracy of the public highest educational institutions is performed on the basis of average value of point of the bachelor's degree and point of the appropriate national or international certificate determining the level of knowledge of foreign language of the entrant with strict observance of the sequence of points without holding additional examination;

b) acceptance in bachelor degree and magistracy of the state, non-state and foreign highest educational organizations, and also in their branches, performing activities in the republic, is performed once within one academic year (June - September). At the same time in need cases acceptance in magistracy of the highest educational organizations repeatedly within one academic year is allowed by permission of State commission based on the offer of the Ministry of the higher education, science and innovations;

c) the amount of the paid contract of the entrants accepted for study in magistracy of the public highest educational institutions on the basis of parameters of additional acceptance is determined by the highest educational institutions independently proceeding from actual costs at the rate on one student;

d) the size of the differentiated paid contract is determined by the highest educational institutions independently in the amount of at least sum, determined by State commission;

e) persons who according to acts of the legislation have privilege on acceptance for study in the highest educational institutions on the basis of the state grant without examination are accepted for study on the basis of the additional state grant out of general parameters of acceptance;

e) to the public highest educational institutions the right to establishment of training cost on paid and contractual basis is granted to foreign citizens in the amount of at least basic cost of the paid contract in the corresponding direction of education and specialty, established for citizens of the Republic of Uzbekistan, in coordination with the ministries and departments of jurisdiction. At the same time foreign citizens are accepted for study by results of the interview conducted by the highest educational institutions;

g) since 2023/2024 academic years:

parameters of the state order on acceptance for study in the public highest educational institutions affirm only for the state grant;

acceptance parameters for study in the public highest educational institutions (except for the highest educational institutions to which financial independence is provided) on paid and contractual basis affirm the relevant ministries (departments) of jurisdiction in coordination with the Ministry of Economics and finance, and are annually published by the Ministry of the higher education, science and innovations on the official website of the Ministry of the higher education, science and innovations till June 20;

the block of examination objects corresponding to the directions of formation of bachelor degree of the highest educational institutions affirms the Ministry of the higher education, science and innovations and is published not later than six months prior to examination testing.

2. Since 2022/2023 academic years to allocate 1 000 places for training on the basis of the state grant in the foreign highest educational organizations and their branches, and also the non-state highest educational organizations performing activities in the republic (further - the foreign and non-state highest educational organizations performing activities in the republic).

Determine that:

The ministry of the higher education, science and innovations is the state customer of training on the basis of the state grant in the foreign and non-state highest educational organizations performing activities in the republic;

a) since 2022/2023 academic years for the women who do not have the higher education, received recommendations of Committee of family and women under the Ministry of employment and reducing poverty 2 000 state grants in addition to the general set acceptance parameters are selected for day form of education of bachelor degree on the basis of the state grant. At the same time:

at least 50 percent of the parameters of acceptance on the basis of the state grant allocated to the women having recommendations are distributed between the "exact sciences", "natural sciences", "equipment" and "medicine" directions;

annually till July 20 State commission based on offers of Committee of family and women under the Ministry of employment and reducing poverty, Ministry of the higher education, science and innovations distribution of places of the state grant on the highest educational institutions and the directions of formation of bachelor degree for the women having recommendations affirms and it is published on the official website of the Ministry of the higher education, science and innovations;

b) at the expense of means of the Government budget become covered:

the amount of the paid contract in 2022/2023 academic year for the women accepted in the list of students in 2021/2022 academic year and students in magistracy of the public highest educational institutions on paid and contractual basis;
