About measures for enhancement of settlement system and increase in payment discipline of business entities

For the purpose of continuation of creation of equal competitive conditions for all categories of business entities, and also increase in transparency of settlement system and further strengthening of payment discipline of business entities:

1. Determine that:

a) since June 15, 2022 the special target accounts of business entities opened in commercial banks into which according to acts of the legislation collection does not address (further - special target accounts) are closed.

At the same time the balance in cash on the closed special target accounts of business entities is subject to transfer into their main or secondary accounts;

b) special target accounts are opened and closed based on the resolution of the Cabinet of Ministers;

c) the drafts of resolutions of the Cabinet of Ministers providing opening and (or) closing of special target accounts are without fail approved with the Ministry of Finance, the State Tax Committee and the Central bank.

2. To the Cabinet of Ministers in two weeks to approve the resolution on provision of permission to certain business entities on temporary use of special target accounts into which according to acts of the legislation collection does not address.

3. To the State Tax Committee together with the interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree in a month.

4. To impose control of execution of this Decree on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.
