About enhancement of measures of counteraction to spread of some urgent viral infections

For the purpose of ensuring execution of the tasks determined within open dialogue of the President of the Republic of Uzbekistan with representatives of health sector on the subject "Reforms in Medicine — for Human Dignity" who is carried out on March 18, 2022 and also strengthening of work on counteraction to spread of some urgent viral infections:

1. Determine the main directions of further enhancement and expansion of the medico-public assistance given to the population on timely prevention, diagnostics and treatment of some viral infections:

increase in scope of carrying out screening inspections for early detection of viral hepatitises of types "B" and "C" and treatment of diseases in all regions of the republic;

complete scope of persons with high risk of infection with infection, including the health workers working with blood and its components, vaccination against hepatitis "B";

free providing patients with medicines in the course of treatment at which in case of screening inspections viral hepatitis of type "C" is revealed;

step-by-step complete providing with consumable materials (reagents and test sets) for detection of viral infections in primary link of health care system;

creation and maintaining the unified electronic register of chronic viral diseases of liver in all treatment and prevention facilities, sanitary and epidemiologic service and the non-state medical organizations;

enhancement of control of safety, quality and efficiency of vaccines, test sets and antiviral medicines;

carrying out scientific research on problems of viral infections, implementation of the automated control system behind diseases;

the organization of universal explanatory, information and propaganda work among the population about actions for prevention of infection with viral infections.

2. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of April 25, 2022 No. PP-215 "About additional measures for approach to the population of primary health care and increase in efficiency of medical services" since June 1, 2022 takes root practice of free vaccination against hepatitis "B" of employees of the public medical institutions which are directly working with blood.

3. Approve:

The program for enhancement of measures of counteraction to spread of some urgent viral infections for 2022 - 2025 (further - the Program) according to appendix No. 1;

Target indicators on vaccination against hepatitis "B" of health workers in the state health care system according to the epidemiological instruction in 2022-2023 according to appendix No. 2.

4. Establish procedure according to which:

since July 1, 2022 the annual number of screening inspections of the population of the republic on types of viral hepatitis "B" and "C" will be brought to 1 million, the number of inspections of the polymerase chain reaction (PCR) - to 15 thousand, treatment of patients with viral hepatitis of type "C" - to 10,5 thousand people;

since September 1, 2022 concerning persons who made offenses, stipulated in Article 190 Codes about the administrative responsibility along with determination of responsibility the procedure for carrying out screening inspections on types of hepatitis "B" and "C" at their expense takes root.

5. To the Ministry of Health (B. Musayev):

provide development by limited liability company "IT Med" under establishment of the Ministry of Health till November 1, 2022 of the unified electronic register of chronic viral diseases of liver (further - the Register), and also in subsequent - its technical and program support;

till January 1, 2023 to adjust maintaining the Register in treatment and prevention facilities, sanitary and epidemiologic service, and also in all medical organizations irrespective of pattern of ownership having the workers working with blood and its components and their mutual integration;

since July 1, 2022 to provide creation in Research institution of virology and the relevant organizations determined by the Ministry of Health in the Republic of Karakalpakstan, the Navoiy, Bukhara, Kashkadarya, Surkhandarya, Jizzakh and Syr Darya regions of bank of plasma of blood of persons (donors) who recovered after the Congo-Crimean hemorrhagic fever;

enhance standards of diagnostics and treatment of infectious diseases, including chronic viral hepatitises, in treatment and prevention facilities and the non-state medical organizations, and also to strengthen control of their observance.

6. Determine that:

since July 1, 2022 the non-state medical organizations provide vaccination of the workers working with blood and its components against infection of hepatitis "B", and also regular entering of information on it into the Register since the moment of functioning of the Register. At the same time vaccination of not vaccinated workers is performed at the expense of the medical organizations for their principle place of employment;

since January 1, 2024 availability in the non-state medical organizations of vaccination of the workers working with blood and its components against infection of hepatitis "B", and also maintaining the Register in accordance with the established procedure are one of requirements and conditions of licensing of medical activities.

7. (I. Abdurakhmonov) together with the Ministry of Health (B. Musayev) since July 1, 2022 to provide to the ministry of innovative development annual allocation on competitive basis of funds for the projects aimed at providing the scientific problem resolution of widespread viral infections.

8. To the Ministry of Health (B. Musayev), to the Ministry of innovative development (I. Abdurakhmonov), Academies of Sciences (B. Yuldashev), to the Ministry of investments and foreign trade (A. Voitov) and to Agency on development of pharmaceutical industry (S. Kariyev) until the end of 2022 to make offers on localization of production of such means in the Cabinet of Ministers as vaccine, drugs and the diagnostikuma necessary in prevention, diagnostics and treatment of viral diseases.

9. Determine that financing of purchases of necessary test sets, diagnostikum and consumable materials for the relevant treatment and prevention facilities is performed at the expense of means of the Government budget.

10. Provide to the Cabinet of Ministers effective coordination of activities and interaction of the ministries, departments, public authorities on places and other organizations for timely and high-quality implementation of measures provided by this resolution and also annual discussion of the matter at meetings of the Republican extraordinary anti-epidemic commission.

11. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the Ministry of Health, the Ministry of support waved also the senior generation together with the interested ministries and departments, public organizations to strengthen carrying out on places of broad explanatory, information and propaganda work on questions of spread of viral infections.
