According to the subitem 4) of article 8 of the Law of the Republic of Kazakhstan "About industrial policy" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of inclusion of industrial and innovative projects in the single card of industrialization.

2. Suspend till June 29, 2023 the subitem 7) of Item 12 of Rules of inclusion of industrial and innovative projects in the single card of industrialization, having determined that during suspension this subitem is effective in the following edition:

"7) in cases when in case of project implementation there is need of provision of the parcel of land and the rights of subsurface use, the copy of the letter of the local executive body of the corresponding administrative and territorial unit confirming availability of the free parcel of land and the rights of subsurface use, and also the copy of the act of the preliminary choice of the parcel of land and the rights of subsurface use with indication of coordinates (scheme) of location and the planned area of branch under project implementation is attached.".

3. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

4. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of inclusion of industrial and innovative projects in the single card of industrialization

Chapter 1. General provisions

1. These rules of inclusion of industrial and innovative projects in the single card of industrialization (further – Rules) are developed according to the subitem 4) of article 8 of the Law of the Republic of Kazakhstan "About industrial policy" (further – the Law) and determine procedure for inclusion of industrial and innovative projects in the single card of industrialization.

2. In these rules the following basic concepts are used:

1) the single card of industrialization – set of the industrial and innovative projects realized by subjects of industrial and innovative activities;

2) the headquarters concerning the single card of industrialization – the commission under authorized body in the field of the state stimulation of the industry concerning consideration of projects for inclusion in the single map of industrialization with participation of staff of authorized body in the field of the state stimulation of the industry, the industry ministries and departments, national holdings and institutes of development, and also other interested organizations (further – the headquarters);

3) responsible state body – the state body responsible for implementation of the industrial and innovative project;

4) local authorized body – the executive body of area (the city of republican value, the capital) performing functions of development, coordination, regulation and management in the field of entrepreneurship and the industry, participating in forming and realization of state policy in the field of the state stimulation of industrial and innovative activities in the corresponding territory;

5) counter obligations – the cross liabilities of the subject of industrial and innovative activities and the state accepted by provision of measures of the state stimulation of the industry according to the Law;

6) the industrial and innovative project – complex of the actions realized during certain time directed to transfer of technologies, creation new (enhancement acting) productions and (or) implementation of innovative activities;

7) industrial and innovative system – set of the subjects of industrial and innovative system participating in the state stimulation of industrial and innovative activities, infrastructure and tools directed to stimulation of the industry and support of innovations in the Republic of Kazakhstan;

8) industrial and innovative activities – the activities connected with implementation of industrial and innovative projects taking into account providing ecological safety for the purpose of work performance improvement, promotion of domestic goods, works and services of processing industry on internal and (or) the foreign markets;

9) authorized body in the field of the state stimulation of the industry (further – authorized body) – the central executive body performing management in the field of the industry and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination and participation in realization of the state stimulation of the industry;

10) measures of the state stimulation of the industry – the stimulation measures applied by the state for the purpose of development of processing industry and industrial and innovative activities, performed according to the Law;

11) the applicant – the physical person or legal entity enabling planning and project implementation.

Chapter 2. Procedure for inclusion of projects in the single card of industrialization

3. The single card of industrialization joins the industrial and innovative projects in industries planning receipt of measures of the state stimulation.
