About additional measures for further enhancement of customs administration

For the purpose of raising of customs administration on new stage, sharp reducing human factor by means of digital transformation of customs and cargo operations, transformation of the customs sphere to system, free from corruption, on the basis of the principles of openness, transparency and reliability:

1. Approve:

The plan died on development of infrastructure of customs authorities in 2022 according to appendix No. 1 *;

"Road map" on digitalization of processes of customs clearance in 2022-2023 according to appendix No. 2 *;

The list of the liquidated customs posts in system of the State Customs Committee according to appendix No. 3*.

2. Establish procedure according to which:

a) since September 1, 2022 the amount of automatic customs clearance of the cargo customs declarations having low risk level with exception of human factor step by step increases, till January 1, 2023 - in export this indicator is carried to 80 percent;

b) on the basis of experience of the International airport "Samarkand" till July 1, 2022 - at the International airport "Tashkent" of Islam Karimov, till October 1, 2022 - at the International airport "Termez", till the end of 2023 - at all other international airports of the republic the system of remote customs control takes root;

c) since December 1, 2022:

the mobile electronic system covering processes of customs examination is started;

the number of the services rendered by means of the customs information system "Single Window" with complete digitalization of customs services happen to 40.

3. To the ministry of transport, JSC Uzbekiston temir yullari and the State Customs Committee to adjust full functioning of system of preliminary electronic data exchange about the goods transported by railway transport in a month.

4. To the Ministry of Economic Development and reducings poverty, to the Ministry of Finance and the State Customs Committee of means, necessary for financing of the measures provided by appendices No. No. 1-2 to this Decree at the expense of the Government budget:

allocate for development of the design estimates and the beginning of construction works in 2022 due to redistribution undeveloped following the results of II and III quarters of the current year and the competitive (tender) biddings of means saved by results of carrying out within the Development program of social and production infrastructure of the Republic of Uzbekistan the current year;

provide when forming the Development program of social and production infrastructure of the Republic of Uzbekistan for 2023 and the next years.

5. Approve the offer of the State Customs Committee on program implementation of transformation of customs authorities to system, free from corruption, according to appendix No. 4 * to this Decree, providing:

till June 1, 2022 - ensuring selection of personnel on the basis of the principles of openness and transparency and the announcement of results of selection processes by means of the Internet in real time;

since July 1, 2022 - implementation of procedure for rotation of the employees who served on one customs post more than three years;

till September 1, 2022 - full implementation of system of komplayens-control according to international standards, and also increase in knowledge and qualification of employees on the basis of this system;

till October 1, 2022 - implementation of procedure for execution of cargo customs declarations on customs posts of remote electronic declaring;

till December 1, 2022 - creation of automated control system for corruption risks in customs authorities;

since January 1, 2023 - step-by-step implementation of practice of declaring of the income and property of customs officers.

6. To anti-corruption agency (A. Burkhanov) till January 1, 2023:

it is regular to carry out rating efficiency evaluation of the work on anti-corruption which is carried out by the State Customs Committee;

by results of rating assessment - to realize the additional measures directed to the prevention of corruption in customs authorities, elimination of the revealed shortcomings and improvement of activities in this direction.

7. Implement practice of the organization of meetings of the chairman of the State Customs Committee, his deputies and heads of territorial administrations for the purpose of studying of problems and rendering the practical help to subjects of entrepreneurship with departure on places every month at least two times.

8. Implement the incentive system of activities of customs officers at the expense of means of special fund of the State Customs Committee by rating assessment providing since December 1, 2022:

carrying out processes of assessment following the results of every half-year by means of information systems;

payment of the monthly additional allowance at the rate to 100 percent of official pay rate to the employees who reached high rates by results of rating to the announcement of results of the following assessment.

9. Approve the Schedule of training of customs officers at training courses in anti-corruption, conflict of interest, rules of ethics, to IT technologies and telecommunications according to appendix No. 5*.

10. To the State Customs Committee:

till June 1, 2022 together with the interested ministries and departments to develop and introduce to the Cabinet of Ministers the draft of the Government decision on construction in regions of office housing for customs officers;

till September 1, 2022 to implement transparent system of encouragement of customs officers who revealed and ran business on the facts of smuggling and other violations of legality, found in addition enforced customs payments;

take measures for increase in 2022 - 2024 of share of women in system of customs authorities twice at least.

11. Approve the offer of the State Customs Committee and Ministry of Finance on establishment of the criminal and administrative penalties applied to persons who violated the customs legislation connected with decrease in customs payments proceeding from the extent of the caused damage.

To the State Customs Committee together with the Ministry of Finance, the Prosecutor General's Office, the Supreme Court and the Ministry of Justice till August 1, 2022 to develop and introduce to the Cabinet of Ministers the bill providing establishment of penalties for the violation of the customs legislation which entailed decrease in customs payments proceeding from the extent of the caused damage.

12. Agree with the offer of the State Customs Committee and Ministry of Finance on creation under the State Customs Committee of Public institution "Bozhkhona-service" (further - "Bozhkhona-service") and its territorial subdivisions.

To the State Customs Committee together with the interested ministries and departments in two-month time to introduce the draft of the Government decision on the organization of activities "Bozhkhona-service" and determination of sources of its financing to the Cabinet of Ministers.
