About the additional measures directed to increase in livestock of small cattle of the meat, wool and milk directions and strengthening of food supply of industry in the republic

For the purpose of further development of sheep breeding and goat breeding in the republic, increases in food supply of industry, support of subjects of entrepreneurship in this direction, and also the organization of fattening by the population of small cattle in the households in cooperation with animal farmings and processors of animal production:

1. Approve:

Forecast parameters of livestock of the sheep and goats imported on the republic territory in 2022-2023 according to appendix No. 1;

Forecast parameters of commissioning of capacities of production of forages for small cattle in 2022-2023 according to appendix No. 2;

Forecast parameters of conversion of meat, wool, milk and production organization of finished goods in regions in 2022-2023 according to appendix No. 3.

2. Establish procedure for application of funds, No. PP-4984 allocated based on the resolution of the President of the Republic of Uzbekistan of February 9, 2021 "About additional measures for further development of the sphere of karakul breeding", providing:

a) allocation by commercial banks of the specified means as the credits at the rate calculated by way of addition of four percent margin of bank to the main rate of the Central bank;

b) allocation of these credits:

to subjects of entrepreneurship for a period of up to 5 years, including three-year grace period, - on purchase from abroad sheep and goats of the meat, wool and milk direction;

to subjects of entrepreneurship for a period of up to 10 years, including three-year grace period, - on financing of their projects of creation of fodder workshops (granulators) and the organization of conversion of meat, woolen and dairy products;

to business entities for a period of up to 5 years, including three-year grace period, - on production (drilling or workover) of water for satisfaction of need for cattle water on pastures and installation of the resource-saving equipment on water constructions.

3. To the Ministry of Finance for the purpose of increase in livestock of sheep and goats and employment of the population till May 15, 2022 to allocate to commercial banks credit resources in the amount of 30 billion sum for the term of 7 years, including three-year grace period, at the rate of 10 annual interest rates, at the expense of additional resources of the republican budget of the Republic of Uzbekistan.

At the same time these funds are allocated by commercial banks as the credit to physical persons for acquisition of sheep and goats according to the procedure, No. PP-55 established by the resolution of the President of the Republic of Uzbekistan of December 20, 2021 "About additional measures for development of family entrepreneurship and expansion of sources of the income of the population".

4. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of June 26, 2020 No. PP-4759 "About measures for development in the republic of industry of manual rug weaving" establishes allocation of subsidies to the farms making animal production, at the expense of means of the Government budget in the amount of two thousand sum for each kilogram of hair of sheep of breed "merino" and goats of breed "Angora", implemented by them to handicraftsmen and the organizations specializing in manual rug weaving.

Determine that the specified subsidies:

are provided by Committee on development of silkworm breeding and the woolen industry;

are allocated to the population which is growing up the cattle in the households for each kilogram of hair of sheep and goats of all breeds implemented by them to handicraftsmen and the organizations specialized on wool conversion.

5. Agree with the offer of Committee on development of silkworm breeding and the woolen industry, Association on development of grazing farmings and its territorial associations in the Bukhara, Kashkadarya, Navoiy and Samarkand regions about accession of funds of development of karakul breeding of territorial associations "Korakul" in the Bukhara, Kashkadarya, Navoiy and Samarkand regions in the form of the special settlement accounts opened in branches of JSC Hulk banki based on the resolution of the President of the Republic of Uzbekistan of March 14, 2018 No. PP-3603 "About measures for the accelerated development of karakulevodchesky industry" to the Fund of development of karakul breeding created according to the resolution of the President of the Republic of Uzbekistan of August 16, 2019 No. PP-4420 "About measures for complex development of karakulevodchesky industry".

To JSC Hulk banki and territorial associations "Korakul" in the Bukhara, Kashkadarya, Navoiy and Samarkand regions to take measures for money transfer of funds of development of karakul breeding in branches of JSC Hulk banki to Fund of development of karakul breeding, at the same time in a month at the expense of these means to resolve allocation of the credits according to the procedure, stipulated in Item the 8th resolutions of the President of the Republic of Uzbekistan of August 16, 2019 to No. PP-4420 "About measures for complex development of karakulevodchesky industry".

6. Approve the offer of Committee on development of silkworm breeding and the woolen industry and the Ministry of Finance on prolongation from January 1, 2023 to January 1, 2026 of the privileges on tax and customs payments provided for the subjects who are engaged in cultivation gren silkworm, saplings of mulberry and cocoons, conversion of cocoons and production of finished goods, and also karakul breeding, the companies for conversion of karakulevodchesky products and producers of karakulevodchesky products.

To the Cabinet of Ministers to introduce to Legislative house of Oliy Majlis the bill on the changes and amendments in Tax and Customs codes following from this Item in a month.

7. Make changes to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 4.

8. Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the chairman of Committee on development of silkworm breeding and the woolen industry B. K. Sharipov the personal responsibility for the effective organization of execution of this resolution.

Discussion of course of execution of this resolution, implementation of coordination and control of activities of the departments responsible for its execution to assign to the deputy prime minister of the Republic of Uzbekistan Sh. M. Ganiyev.
