About approval of the Procedure for use of funds from the account for requirements satisfaction of physical culture and sport, youth policy and introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of April 19, 2022 No. 472

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of funds from the account for requirements satisfaction of physical culture and sport which is applied.

2. Bring in the resolution of the Cabinet of Ministers of Ukraine of April 19, 2022 No. 472 "Some questions of use of the means arriving into official accounts for donations in support of Ukraine" - with the changes made by resolutions of the Cabinet of Ministers of Ukraine of May 3, 2022 No. 516, of May 13, 2022 No. 586 and of May 17, 2022 No. 616, changes which are applied.

Procedure for use of funds from the account for requirements satisfaction of physical culture and sport, youth policy

1. This Procedure determines the mechanism of use of the means which arrived into the account for requirements satisfaction of physical culture and sport.

2. In this Procedure terms are used in the value given in the Budget code of Ukraine, the Laws of Ukraine "About physical culture and sport", “About fundamentals of youth policy”, "About the humanitarian assistance", "About charity and charitable organizations", "About public associations".

In this Procedure the term "the account for requirements satisfaction of physical culture and sport, youth policy (further - the account)” means the current account of Minmolodsport opened in National Bank for transfer of voluntary contributions (charitable gifts) from physical persons and legal entities of private law and/or public law for requirements satisfaction of physical culture and sport, youth policy which are source of forming of special fund of the government budget (further - means).

3. Minmolodezhsport can use funds from the account according to this Procedure.

4. The means which arrived into the account go on:

recovery of the sports constructions, organizations, organizations of the sphere of physical culture and sport (further - sporting venues of recovery) which were injured owing to fighting including accomplishment of routine maintenance and overhaul repairs, reconstruction, technical supply, acquisition of the sports equipment and stock, acquisition of the equipment, the stock and vehicles necessary for ensuring proper functioning of the sporting venue of recovery;

recovery of the youth centers (further - youth objects of recovery), injured fighting, in particular, accomplishment of routine maintenance and overhaul repairs, reconstruction, technical supply, acquisition of the equipment and the stock necessary for ensuring proper functioning of youth object of recovery;

development of the public and municipal institutions of physical culture and sport, public institutions of the sphere of management of Minmolodezhsport, the organizations of sports orientation (further - objects of development), including construction new, reconstruction and the capital repairs existing acquisition of the sports equipment and stock, acquisition of the equipment, the stock and vehicles necessary for ensuring proper functioning of object of development.

Minmolodezhsport can use funds from the invoice for payment of banking services, and also in case of commission expenses within agreement performance of the bank account with National Bank.

5. Funds from the account are allocated in such priority:

sporting and youth venues of recovery of the state-owned and municipal property injured with fighting;

sporting venues of recovery of private property injured with fighting;

objects of development of the state-owned and municipal property;

objects of development of private property.

Among sporting venues of recovery and development organizations of physical culture and sport which are included in the list of organizations of physical culture and sport to which the status of base of the Olympic, Paralympic and deflimpiysky preparation approved by the resolution of the Cabinet of Ministers of Ukraine of January 18, 2006 No. 30 "About approval of the Procedure for provision to organization of physical culture and sport the status of base of the Olympic, Paralympic and deflimpiysky preparation and the list of organizations to which such status" (The Official Bulletin of Ukraine, is provided 2006, to No. 3, by Art. 94 is provided are priority; 2017, No. 80, Art. 2446).

6. Means can receive regional, district and Kiev city military authorities or regional, district and Kiev city the state administrations, local government bodies, the companies, organizations, the organizations of the state and municipal pattern of ownership (further - applicants).

7. Forming of the list of sporting and youth venues of recovery, objects of development (further - the list) and distribution of means between them are performed taking into account amount of the funds raised on implementation of actions for the directions determined in item 4 of this Procedure and the priority determined in Item 5 of this Procedure.

In case means arrived into the account without purpose of payment which is intended for requirements satisfaction of physical culture and sport or youth policy, distribution of these means between objects is performed taking into account the available operational information on amounts of the destructions, offers on need of recovery and development provided according to Item 8 of this Procedure, safety of carrying out necessary works on recovery and possibility of further ensuring functioning of objects of physical culture and sport and the youth centers.

8. Offers on financing of sporting and youth venues of recovery, objects of development go applicants taking into account the provided materials heads of objects of recovery and development to Minmolodezhsport e-mail address.

Offers shall include reasons for need of assignment, the direction (description of goods, work type) and their reasonable cost, date of completion of works/purchase of goods, contacts of responsible person / division, commission acts of inspection or reports on technical inspection of sporting and youth venues of recovery, objects of development.

Offers on financing of sporting and youth venues of recovery, objects of development which are financed from other accounts opened in National Bank for the purpose of attraction of voluntary contributions (charitable gifts) for financial provision of measures for repulse of the armed aggression against Ukraine and liquidation of its consequences, homeland security and defense, to recovery, support and development of Ukraine, humanitarian assistance are not accepted.
