About some questions in the field of assessment of conformity

For the purpose of implementation of the Law of the Kyrgyz Republic "About technical regulation in the Kyrgyz Republic", reductions of regulatory legal acts in the field of technical regulation of the Kyrgyz Republic in compliance with decisions of the Eurasian Economic Union, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Determine that:

1) before entry into force of technical regulations products which are in market circulation in the territory of the Kyrgyz Republic will be affected by only mandatory requirements regulating minimum necessary regulations for the purpose of safety and protection of life and human health, plant and animal life, the environmental protections containing in regulatory legal acts of the Kyrgyz Republic and (or) product standards (further - mandatory requirements);

2) obligatory confirmation of conformity of products will be performed only on compliance to the mandatory requirements included in the List of products which are subject to obligatory confirmation of conformity, approved by the Cabinet of Ministers of the Kyrgyz Republic.

2. Before adoption of technical regulations of the Eurasian Economic Union to approve:

1) the Procedure for carrying out obligatory confirmation of conformity of products in the Kyrgyz Republic according to appendix 1;

2) the List of products which are subject to obligatory confirmation of conformity according to appendix 2;

3) the Procedure for import to the territory of the Kyrgyz Republic of products included in the List of products which are subject to obligatory confirmation of conformity according to appendix 3.

3. To accredited bodies on certification of products:

1) to give procedures of carrying out obligatory confirmation of conformity of products included in the List of products which are subject to obligatory confirmation of conformity in compliance with this resolution in a month;

2) to perform obligatory confirmation of conformity of products included in the List of products which are subject to obligatory confirmation of conformity according to the Procedure for carrying out obligatory confirmation of conformity of products in the Kyrgyz Republic;

To record 3) forms of certificates of conformity, appendices and copies of certificates of conformity and holographic brands with the image of mark of conformity;

4) monthly, to the 5th following reporting to represent to authorized body on technical regulation the register about the issued certificates of conformity and the registered declarations of conformity, information on cases of violations of mandatory requirements of safety from applicants.

4. To authorized body on technical regulation in case of identification of violations of the procedures of confirmation of conformity provided by the Code of the Kyrgyz Republic about offenses by accredited bodies on certification and authorized bodies on registration of declarations of conformity to stop their access to the information system "Single Window" TULPAR-SYSTEM according to the appeal of national authority on accreditation and before adoption of the decision by it.

5. To state bodies in six-months time to bring internal acts into accord with this resolution.
