Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of mail service.

Article 2. Legislation on mail service

The legislation on mail service consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about mail service then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

the addressee - legal entity or physical person to which mail or express departure is sent;

written correspondence - the simple and registered letters, postcards, parcels post, small packets, departures for blind people and sacks of "M";

express departures - departures with documents and (or) commodity attachment which transfer is performed through the mail courier;

sending - the registered mailing with commodity attachment of the established size, masses and packagings;

mail service - the communication type representing the single production and technological complex of means and objects of mail service providing rendering services of mail service;

means of mail service - buildings, non-residential premises, the equipment, container, technical and the vehicles used for rendering services of mail service;

the national operator of mail service - the operator of mail service to whom the Cabinet of Ministers of the Republic of Uzbekistan assigns functions on satisfaction of demand in the market of services of mail service, to obligatory provision of universal mail services within the Republic of Uzbekistan and to accomplishment of the obligations following from acts of Universal Postal Union;

objects of mail service - separate divisions of the operator of mail service (post offices, nodes, departments, Items of mail service, and also other divisions);

the operator of mail service - the legal entity owning network of mail service on the property rights or other corporeal rights and rendering services to mail service as core activity;

provider of mail service - the legal entity rendering services to mail service through networks of operators of mail service;

network of mail service - set of means, objects of mail service and mail routes;

transfer of mail and express departures - set of technological transactions on acceptance, processing, storage, transportation, delivery (delivery) of mail and express departures;

mailings - departures of written correspondence, sending, the postal money transfers accepted by operator or provider of mail service for transfer to the addressee to the postal address specified on the mailing;

mail route - the transit of vehicles approved in accordance with the established procedure between objects of mail service for implementation of exchange of mail and express departures, and also between objects of mail service and users of services of mail service for acceptance and (or) delivery of mail and express departures;

the mail courier - the employee of operator or provider of mail service or the physical person having the contract with the operator or provider of mail service which accepts the registered mail and (or) express departure directly at the sender outside objects of mail service and (or) hands such mail and (or) express departure to the addressee;

mail service - service of mail service in transfer of mailings from one object of mail service (mailbox, pochtomat) to other object of mail service (subscriber mail cabinet (box), pochtomat);

postal money transfer - the mailing by means of which the sender charges to pay to the addressee the cash amount paid to them to the operator of mail service.

Article 4. The basic principles in the field of mail service

The basic principles in the field of mail service are:

legality;

availability of universal mail services in the territory of the Republic of Uzbekistan for all users of services of mail service (further - the user);
