ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About approval of the Program "Start for youth: steady business in the native land"

Based on article 11 of the Law No. 179/2016 on the small and medium companies (The official monitor of the Republic of Moldova, 2016, Art. No. 306-313, 651), with subsequent changes, DECIDES: the Government

1. Approve:

1) the Program "START for MOLODEZHI: steady business in the native land", according to appendix 1;

2) the Plan of implementation of actions within the Program "START for MOLODEZHI: steady business in the native land", according to appendix 2.

2. Responsibility for implementation of the Program "START for MOLODEZHI:" to assign steady business in the native land to the Organization for development of the sector of the small and medium companies.

3. The organizations for development of the sector of the small and medium companies to develop the operational management necessary for implementation of the Program "START for MOLODEZHI: steady business in the native land" in which to determine stages and conditions of implementation of this Program, and also to provide publication of the application guide of the specified Program on the official web page of the organization.

4. Financing of the actions provided according to the Program "by START for MOLODEZHI: steady business in the native land" to perform for the account and within the assignments approved in the government budget and also due to external financial aid.

5. Activities for financing within the Program "START for MOLODEZHI: steady business in the native land" represents the scheme of the little significant help and falls under operation of the Law No. 139/2012 on government assistance and the Regulations on the little significant help approved by the Decision of plenum of Competition council No. 01/2020.

6. The order of the Government No. 973/2018 about approval of the Program "START for MOLODEZHI: steady business in the native land" (2018, Art. No. 398-399, 1049), with subsequent changes, to declare the official monitor of the Republic of Moldova invalid.

7. To impose control over the implementation of this resolution on the Ministry of Economics.

8. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Appendix 1

to the Order of the Government of the Republic of Moldova of June 1, 2022 No. 348

The program "Start for youth: steady business in the native land"

Chapter I General provisions

1. The program "START for MOLODEZHI: steady business in the native land" (further - the Program) it is aimed at the development of entrepreneurial skills among youth and increase in potential of access to financing sources.

2. Main goal of this Program is assistance to entrepreneurship among the younger generation for support of social and economic integration of youth.

3. During implementation this Program is directed to achievement of the following specific purposes:

1) stimulation of entrepreneurial activity among youth and increase in their awareness on business opening opportunities;

2) increase in entrepreneurial competences of youth by ensuring information, advisory and educational support;

3) stimulation of creation of business and integration of youth on entrepreneurial environment by provision of irrevocable financial support;

4) strengthening of the business development created by young people by simplification of access to credit resources;

5) encouragement of implementation of innovations, technology transfers and know-how for the purpose of increase in number of the active companies and workplaces, especially in the rural zone.

4. For the purposes of this Program the following basic concepts are determined:

technology transfer and know-how - process of exchange of skills, knowledge and methods of development and operation of technologies for the purpose of increase in efficiency and product quality, services, processes or obtaining new which are required in the market or by means of which the innovative component takes root;

hackathon - the action within which young people / participants, proceeding from their interests and capabilities, are stimulated is encouraged to search of creative, unusual or innovative solutions of specific situations or tasks;

pitch training - the practical educational seminar on the basis of certain technique developing skills of the presentation of business before potential investors for the purpose of attraction of financial resources;

non-current tangible assets - assets, held for use within more than one year in activities of the company, put into operation which cost of unit exceeds the cost threshold provided by the tax legislation;

non-current intangible assets - the non-monetary assets which do not have the material form, identifiable and controlled by the company which are put into operation in the form of concessions, licenses and trademarks; author's and security rights; software and other intangible assets (websites, projects, rights to use non-current tangible assets etc.).

Chapter II program Components

The Section 1 Component I - training and business consultations

5. The program contains the following four components of implementation:

1) component I - information, training and business consultations;

2) component II - irrevocable financial support;

3) component III - the credit from grant component;

4) component IV - monitoring.

6. For participation in component I the applicant shall answer the following criteria:

1) to reach age of 18-35 years inclusive;

2) to have nationality of the Republic of Moldova.

7. The component I provides actions for provision to young people of management in the field of entrepreneurship, namely - information, advisory support and training courses in entrepreneurship.

8. The organization for development of the sector of the small and medium companies will provide information support to the small and medium companies and will hold events for promotion of this Program, such as:

1) information sessions, thematic actions;

2) TV and broadcasts on national and local channels;

3) other elements of promoting.
