The Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Regulations on procedure for purchase of scrap and waste of ferrous and non-ferrous metals at the population (citizens).

2. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom in a month to bring the regulatory legal acts into accord with this resolution and to take necessary measures for its realization.

3. This resolution becomes effective in month after its official publication, except for Item 2, and also this Item, becoming effective from the date of acceptance.

Regulations on procedure for purchase of scrap and waste of ferrous and non-ferrous metals at the population (citizens)

1. This Provision is developed according to the Presidential decree of the Republic of Belarus of May 5, 1995 No. 179 "About measures for strengthening of fight against plunder of precious, ferrous and non-ferrous metals, their scrap and waste, gemstones" (The collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1995, No. 15, of the Art. 329) and determines procedure for purchase of scrap and waste of ferrous and non-ferrous metals (scrap metal) at the population (citizens).

2. Procurement of scrap metal at the population (citizens) is conducted by the organizations of the Belarusian national association for procurement, conversion and delivery of scrap and waste of ferrous and non-ferrous metals, the Belarusian republican union of consumer societies and the organizations which are part of holding of Belresursa (further - procurement organizations), having special permissions (licenses) for this type of activity.

Purchase of the fulfilled lead rechargeable batteries with electrolyte in the presence of special permission (license) for activities for procurement (purchase) of scrap and waste of ferrous and non-ferrous metals can be made also at physical persons by the organizations performing:

retail trade by new lead rechargeable batteries with electrolyte;

repair or servicing of automotive vehicles.

3. Procurement organizations conduct procurement of scrap and waste of ferrous and non-ferrous metals at the population (citizens) according to the list of objects from ferrous and non-ferrous metals which purchase it is authorized to make at the population (citizens) as scrap metal (appendix 1).

4. No. 1276 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 22.09.2011

5. The fact of purchase of objects from ferrous and non-ferrous metals as scrap metal which registration is performed with data recording of the citizen who is handing over them proving the identity and places of its accommodation, and also the name of these objects, is fixed in register of objects from the ferrous and non-ferrous metals received from the population (citizens) as scrap metal in form according to appendix 3.

6. Procurement organizations make calculation with citizens for the actual amount of the scrap metal which is handed over by them.

The list of objects from ferrous and non-ferrous metals which purchase it is authorized to make at the population (citizens) as scrap metal

1. Cars, motorcycles, bicycles, their parts, nodes and details to them.

2. Cargo vehicles, trail cars to them, their parts, nodes and details to nim*.

3. Haberdashery products.

4. Garage and repair equipment.

5. Office, school and written and drawing supplies.

6. Kitchen and oven stock.

7. Building wastes.

8. Household goods.

9. Sanitary, water and heating equipment.

10. Farm vehicles, their parts, nodes and details to nim*.

11. Agricultural machinery for processing of personal (country) plots, its parts, nodes and details to it, garden and garden stock.

12. Hardware and cutleries.

13. Sports, hunting and fishing accessories.

14. Joiner's, metalwork and shoe tool.

15. Undersized river crafts (boats, twin hull crafts and others), their parts, detail and component parts to them, including hinged motors.

16. Art products.

17. Clockworks.

18. No. 708 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 31.07.2012
