About approval of the Regulations on the state supervision of telecommunication in the Republic of Belarus

2.2. subitem 3.6 of Item 3 of the resolution of Council of Ministers of the Republic of Belarus of March 17, 2004 No. 302 "About approval of the Regulations on the Ministry of Communications and Informatization of the Republic of Belarus and modification of some orders of the Government of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2004, No. 54, 5/14018).

4. The main objective of the state supervision of telecommunication is supervision for:
observance of procedure for use of radio-frequency range;
observance of order of registration and operation of radio-electronic means and (or) high-frequency devices;
legitimacy of connection of means of telecommunication of legal entities and physical persons to network of telecommunication public;
observance of procedure and conditions of accession of networks of telecommunication to network of telecommunication public, and also procedure for their interaction;
accomplishment of requirements of technical regulatory legal acts, obligatory for observance, in the field of technical regulation and standardization;
accomplishment by operators of telecommunication of licensed requirements and conditions.

The state supervision of telecommunication in the Republic of Belarus is exercised by the State inspectorate of the Republic of Belarus for telecommunication of the Ministry of Communications and Informatization of the Republic of Belarus (the republican unitary enterprise for supervision of telecommunication of "BELGIE") (further - BELGIE).
The state supervision of use in the territory of the Republic of Belarus of the radiating radio-electronic means and high-frequency devices of any appointment for needs of public administration, homeland security, defense, protection of law and order, the prevention and liquidation of emergency situations, is performed by relevant organs of public administration according to the legislation.
7. The head of BELGIE is on position the chief state inspector of the Republic of Belarus on supervision of telecommunication, and his deputies and the chief engineer of BELGIE - deputy chief state inspectors of the Republic of Belarus for supervision of telecommunication.
Heads of departments of BELGIE on areas are on position the chief state inspectors of the Republic of Belarus on supervision of telecommunication, the specialists of BELGIE exercising the state supervision of telecommunication are the state inspectors of the Republic of Belarus on supervision of telecommunication on position.

demand from operators of telecommunication of fulfillment of requirements and conditions of special permission (license) for activities in the field of communication;
perform necessary testing, examination, measurements and other actions connected with accomplishment of the state supervision of telecommunication;
use for carrying out necessary measurements with the consent of operators of telecommunication the corresponding measuring devices, including technical and the software integrated into controlled networks and systems of telecommunication, and also into radio-electronic means and (or) high-frequency devices;
control timely introduction by users of radio-frequency range of annual payment (payment share) for its use;
check accomplishment of the conditions specified in permissions, the conclusions (allowing documents) issued to BELGIE when implementing ministerial procedures according to the legislation;
check accomplishment by legal entities and physical persons of other requirements which are within the competence of the state supervision of telecommunication;
draw up inspection statements, protocols of measurements and testing the established forms and other documents connected with implementation of the state supervision of telecommunication;
