3. For the purposes of this resolution terms and their determinations in the values established in the Presidential decree of the Republic of Belarus of March 31, 2022 No. 131 and the Law of the Republic of Belarus of July 17, 2008 No. 427-Z "About mass media" are used.

4. To the ministry of information to take measures for implementation of this resolution.

5. This resolution becomes effective since May 1, 2022.

Regulations on procedure for activities of the commission on distribution of means of collection for placement (distribution) of advertizing

1. This Provision determines procedure for activities of the commission on distribution of the means of collection for placement (distribution) of advertizing directed to support in the form of subsidies (further – subsidies), between the legal entities specified in subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of March 31, 2022 to No. 131 (further if other is not determined, – receivers of subsidies).

2. The commission on distribution of means of collection for placement (distribution) of advertizing (further – the commission) is created by the Ministry of information.

3. The commission in the activities is guided by the Constitution of the Republic of Belarus, this Provision and other acts of the legislation.

4. The commission is created as a part of the chairman, his deputy, the secretary and members of the commission.

Employees of state bodies and organizations, specialists of various fields of activity from their consent are part of the commission.

Commission chairman is the First Deputy Minister of information.

The structure of the commission is determined by the order of the Minister of information.

5. Commission chairman:

directs activities and will organize work of the commission;

creates the agenda, determines date, the place and time of carrying out commission sessions, carries out them;

performs other functions necessary for implementation of activities of the commission.

In case of absence of the commission chairman of its obligation the deputy performs.

6. Secretary of the commission:

performs record keeping of the commission, including magazine of registration of the arrived documents;

notifies members of the commission on date, the place, time and the agenda of the regular meeting of the commission;

performs preparation of commission sessions;

draws up protocols of commission sessions and the conclusion of the commission;

performs other functions necessary for implementation of activities of the commission.

In case of absence of the secretary of the commission on the decision of the chairman of its obligation one of members of the commission performs.

7. Members of the commission:

participate in commission sessions;

ensure safety of the data containing information, distribution and (or) provision of which is limited, become to them known in work progress of the commission.

8. The main objectives of the commission are:

determination of receivers of subsidies and the size of these subsidies for the purposes established in paragraphs the second or fifth subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of March 31, 2022 No. 131;

determination of the size of the subsidies provided to the receivers of subsidies specified in paragraphs the sixth or eighth subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of March 31, 2022 to No. 131;

assessment of feasibility of change of the size of the provided subsidies to receivers of subsidies.

9. For the purpose of realization of the main objectives the commission:

considers the arrived documents specified in Items 2-7 of the Regulations on procedure for the provision and use of subsidies approved by the resolution approving this Provision and keeps their account;

creates single approaches to determination of receivers of subsidies and the sizes of the provided subsidies.

10. The commission for implementation of the functions has the right:

request and receive in accordance with the established procedure the necessary documents, materials and information important for decision making about determination of receivers of subsidies, their sizes and change of the size of the provided subsidy;

invite and hear representatives of receivers of subsidies, other organizations and individual entrepreneurs at the meetings;

if necessary to involve independent experts.

11. Work of the commission will be organized in the form of meetings. Commission sessions are held as required, but at least once a quarter. Commission session is considered competent if at it there are at least two thirds of its structure.

The decision of the commission is made by a simple majority vote the present members of the commission participating in its meeting.

12. The commission makes decisions:

about determination of receivers of subsidies and the directions of use of the provided subsidies;

about determination of the size of the provided subsidy, including about its change;

about return of the arrived documents on the bases specified in part one of Item 9 of the Regulations on procedure for the provision and use of subsidies approved by the resolution approving this Provision with indication of return reasons.

The commission can make other decisions connected with accomplishment of the tasks assigned to it.
