About approval of the Method of calculation of the statistics characterizing formation of waste of the electric and electronic equipment

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of the statistics characterizing formation of waste of the electric and electronic equipment it (is applied) and enact it since calculation of the statistics characterizing formation of waste of the electric and electronic equipment for 2020.

2. This resolution becomes effective after its official publication.

Method of calculation of the statistics characterizing formation of waste of the electric and electronic equipment

Chapter 1. General provisions

1. This Technique determines procedure of payments of the statistics characterizing formation of waste of the electric and electronic equipment (further – OEEO).

2. This Technique is developed according to management "Statistics of electronic waste: management on classification, the reporting and indicators", the University of the United Nations prepared within the Steady Cycles Program (further – UOON).

3. Calculation of the statistics characterizing formation of OEEO is performed by National Statistical Committee annually on the republic by categories of the electric and electronic equipment (further – EEO) according to the list of categories EEO according to appendix 1.

4. Treat the statistics characterizing formation of OEEO:

sales amount of EEO in the domestic market in kind and per capita;

amount of formation of OEEO in kind and per capita;

level of collection of OEEO;

amount of collection (procurement) of OEEO per capita.

5. In this Technique the following main terms and their determinations are used:

EEO – products of production and (or) household purpose in which electric current or electromagnetic fields, and also the equipment for generation, transfer and measurement of such currents and fields representing complex of the mechanisms interacting and supplementing each other, machines, devices and devices involved in the single technological scheme including schemes on electronic devices and components are used;

OEEO – the equipment which lost the consumer properties, including components, nodes which are part of the equipment at the time of its removal from operation;

import of EEO – import to the territory of the Republic of Belarus EEO which is added to inventories of material resources of the state;

export of EEO – export from the territory of the Republic of Belarus EEO which reduces inventories of material resources of the state;

industrial output in kind – set of types, types, brands of the turned-out industrial output.

6. Starting information base for calculation of the statistics characterizing formation of OEEO are:

6.1. aggregative database of foreign trade statistics goods;

6.2. aggregative primary statistical data in the following forms of the state statistical reporting:

1-p (nature) "The report on production of industrial output (rendering services of industrial nature)" (further – form 1-p (nature);

The 1-megapixel "Report on financial and economic activities of the small organization" (further – form 1-megapixel);

The 1-megapixel (micro) "Report on financial and economic activities of the microorganization" (further – form 1-megapixel (micro);

6.3. official statistical information on annual average population;

6.4. administrative data of the Ministry of Housing and Public Utilities on amount of collection (procurement) of OEEO.

Chapter 2. Classification system of EEO

7. For the purpose of calculation of the statistics characterizing formation of OEEO commodity codes according to classification of EEO, developed UOON are used (further – the UOON codes).

The UOON codes unite goods in groups on similar functions and materials in their structure (on content of dangerous substances and valuable materials), on the average mass and parameters of service life of EEO, on typical signs of exit from operation.

The UOON codes and their compliance to codes of categories EEO are provided in the table of correspondences of the UOON codes to codes of categories EEO according to appendix 2.

8. Each UOON code corresponds to one or several codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further – the CN FEA EEU). The table of correspondences of codes of the CN FEA EEU to the UOON codes is provided according to appendix 3.

Chapter 3. Calculation of sales amount of EEO in the domestic market in kind and per capita

9. For calculation of sales amount of EEO in the domestic market in kind (further – sales amount of EEO) and per capita official statistical information on export of EEO and import of EEO, on production volume of EEO and annual average population is used.

The sales amount of EEO is classified according to the UOON codes.

10. When calculating sales amount of EEO aggregative primary statistical data about all EEO delivered on the domestic market for further use and acquisition are used.

11. Calculation of sales amount of EEO is perfromed on formula

POM(t) = IMP(t) – EXP(t) + PROD(t),

where POM(t) – sales amount of EEO for year of t;

IMP(t) – import of EEO for year of t;

EXP(t) – export of EEO for year of t;

PROD(t) – production volume of EEO for year of t.

12. Import of EEO and export of EEO is calculated based on statistics of the aggregative database of foreign trade statistics goods in kind (in kilograms) on the goods classified by codes of the CN FEA EEU according to appendix 3.

13. The production volume of EEO is calculated based on aggregative primary statistical data about quantity of the made industrial output in kind (in pieces) by types of industrial output according to the CK 25.006-2015 "Industrial output" statistical qualifier approved by the resolution of National Statistical Committee of the Republic of Belarus of December 31, 2015 No. 222 (further – CK 25.006-2015).

14. For the purpose of ensuring comparability of official statistical information on production volume of EEO and about foreign trade in goods the table of correspondences of codes of the CN FEA EEU to the CK 25.006-2015 codes according to appendix 4 is used.

If one CK 25.006-2015 code corresponds to several codes of the CN FEA EEU, the production volume of EEO is distributed by method of expert evaluation based on primary statistical data.

15. For recalculation of production volume of EEO in units of mass (kilograms) the average mass of each type of EEO specified in the table of parameters of service life and average mass of EEO according to appendix 5 is used. At the same time the average mass of EEO can be adjusted taking into account national peculiarities.

16. In case of receipt of negative size of sales amount of EEO this value is accepted equal to zero.

17. The sales amount of EEO per capita is calculated by formula

Qt – annual average population for year of t.

Chapter 4. Calculation of amount of formation of OEEO in kind and per capita

18. The amount of formation of OEEO in kind (further – amount of formation of OEEO) and per capita is calculated based on sales amount of EEO taking into account parameters of service life of EEO and annual average population.

19. Calculation of amount of formation of OEEO is perfromed on formula

20. Parameter of service life is calculated by Veybull's formula with use of parameters of form of distribution and the scale calculated by UOON according to appendix 5.

21. The amount of formation of OEEO per capita, is calculated by formula

Chapter 5. Calculation of level of collection of OEEO and amount of collection (procurement) of OEEO per capita

22. On the basis of amount of formation of OEEO the level of collection of OEEO is calculated.

23. Level of collection of OEEO is calculated by formula
