About Administration of the President of the Kyrgyz Republic

(as amended on 22-11-2024)

For the purpose of regulation of activities of Administration of the President of the Kyrgyz Republic, being guided by Articles 70, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Approve Regulations on Administration of the President of the Kyrgyz Republic according to appendix.

2. Establish the extreme number of staff:

- Administration of the President of the Kyrgyz Republic in number of 143 units;

- the subordinated organizations of Administration of the President of the Kyrgyz Republic in number of 23946 units.

3. To Administration of the President of the Kyrgyz Republic:

- bring the decisions into accord with this Decree;

- take the organizational and other measures following from this Decree.

4. Declare invalid the Presidential decree of the Kyrgyz Republic "About Administration of the President of the Kyrgyz Republic" of May 17, 2021 No. 186.

5. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This Decree becomes effective from the date of official publication.

Regulations on Administration of the President of the Kyrgyz Republic

1. General provisions

1. The Administration of the President of the Kyrgyz Republic (further - Administration) is state body, directly subordinate and accountable to the President of the Kyrgyz Republic.

2. Administration within the competence is exercised in the procedure established by the legislation by ensuring activities:

- President of the Kyrgyz Republic;

- Toraga of Jogorku Kenesh of the Kyrgyz Republic;

- Jogorku Kenesh of the Kyrgyz Republic (further - Jogorku Kenesh);

- The chairman of the Cabinet of Ministers of the Kyrgyz Republic - the Head of Administration of the President of the Kyrgyz Republic (further - the Chairman of the Cabinet of Ministers);

- the First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic and vice-chairmen of the Cabinet of Ministers of the Kyrgyz Republic (further - vice-chairmen of the Cabinet of Ministers);

- Administration of the President of the Kyrgyz Republic (further - Presidential Administration);

- The office of Jogorku Kenesh of the Kyrgyz Republic (further - the Office of Jogorku Kenesh).

3. Exercises administration the activities according to the Constitution and the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, acts of Jogorku Kenesh and Cabinet of Ministers of the Kyrgyz Republic (further - the Cabinet of Ministers), and also this Provision.

4. Administration is legal entity, has separate balance, accounts (including settlement) in banks and other financial institutions, the property assigned to it, seal and stamps with the name, with the image of the State Emblem of the Kyrgyz Republic, forms of the established sample.

5. The extreme number of staff of Administration is established by the President of the Kyrgyz Republic.

6. The structure and the staff list of Administration affirm managing affairs of the President of the Kyrgyz Republic (further - managing affairs).

7. Administration has the subordinated organizations in forms of business of the state company and organization (further - the subordinated organizations).

8. Exercises administration the activities in interaction with state bodies of legislative, executive, judicial authority, other state bodies, local government bodies, public associations, the international and other organizations.

Administration within the established competence is exercised by international cooperation and realizes policy in the sphere of the state mortgage housing lending.

9. Full name of Administration:

- in state language: Kyrgyz Respublikasynyn Prezidentinin Ish of bashkarmasa;

- in official language: Administration of the President of the Kyrgyz Republic.

Abbreviated name:

- in state language: KRPIB;

- in official language: UDPKR.

2. Main objectives, functions and rights of Administration

11. The main objectives of Administration are:

1) financial, material, transport, social, sanatorium and medical support of activities of the President of the Kyrgyz Republic;

2) financial, material, transport, social and medical support of activities of Toraga of Jogorku Kenesh, Jogorku Kenesh, Chairman of the Cabinet of Ministers, vice-chairmen of the Cabinet of Ministers;

3) financial, material and transport service of activities of Presidential Administration, Office of Jogorku Kenesh;

4) financial, material and other provision of the events held with participation of the President of the Kyrgyz Republic, Jogorku Kenesh, the Chairman of the Cabinet of Ministers, and also meetings, conferences and other events held by Presidential Administration;

5) ensuring operational maintenance of the state office buildings, objects, rooms and the equipment used by state bodies which ensuring activities is assigned to Administration, and also content of the specified buildings, objects and rooms, the equipment in proper condition;

6) ensuring accounting and operational maintenance of the state office buildings, objects and rooms transferred to operational management to Administration, and also control of rational use of the specified buildings, objects and rooms;

7) program and technical supply of the State computer network, and also ensuring its information security;

8) the organization of construction, reconstruction and repair of the state office buildings, subjects to social appointment, improving organizations and other objects of state bodies which material logistics exercises Administration, including the subordinated organizations;

9) the solution of complex of questions and implementation of the measures connected with provision of services on providing conditions for proper functioning of diplomatic representations and consular establishments of foreign states, the international organizations (their representations) which are and performing the activities in the Kyrgyz Republic;

10) servicing and ensuring activities of bodies of diplomatic service, the diplomatic representations, the consular establishments of the Kyrgyz Republic which are located and performing the activities abroad.
