RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About training of drivers and state registration of vehicles in the period of warlike situation in Ukraine

According to the Laws of Ukraine "About traffic", "About legal regime of warlike situation" and to the Presidential decree of Ukraine of February 24, 2022 "About introduction of warlike situation in Ukraine" the Cabinet of Ministers of Ukraine decides No. 64:

1. Determine that in the period of warlike situation and within three months from the date of its termination or cancellation:

1) practice examination for receipt of the certificate of the driver is taken by person in any territorial authority on provision of services of the Ministry of Internal Affairs for the right of control of vehicles of the corresponding category (further - the service center) irrespective of the place of passing theoretical examination on condition of availability in the Unified state register of the Ministry of Internal Affairs of data on successful passing of theoretical examination by such person;

2) training with theoretical training of persons having training, retraining and advanced training of transport drivers can remotely be performed by means of technical means of electronic communication, including the Internet;

3) issue of the car driver license is performed by the authorized worker in any service center, irrespective of the place of passing theoretical and/or practical examinations, on condition of availability in the Unified state register of the Ministry of Internal Affairs of data on successful passing of theoretical and/or practical examinations by person;

4) in case of need accredited institutions and their branches (other separate divisions) which carry out preparation, retraining and advanced training of transport drivers can reduce to 20 percent content of subjects of the appropriate educational sections of the theoretical module for preparation or retraining of transport drivers of categories B, C 1, C, C1E, CE;

5) training in practical control of vehicles of categories B, C1E, CE is carried out no more than five hours daily;

6) working programs and plans of preparation, retraining and advanced training of drivers (taking into account increase in daily number of hours of training in practical control of vehicles of categories B, C 1, C, C1E, CE and in case of reduction to 20 percent of content of subjects of the appropriate educational sections of the theoretical module) accredited organizations and/or their branches (other separate divisions) which carry out preparation retraining and advanced training of transport drivers, are not approved with the service centers.

2. No. 1218 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 10.11.2023

3. Determine that for warlike situation in Ukraine the registration certificate of the vehicle granted according to the statement of the owner of such vehicle addressed to person who makes trip abroad within ten days from the date of return of person from abroad is subject to return to the service center in which such certificate was granted, and in case of impossibility - in other service center.

In case of return of the specified registration certificate of the vehicle to the service center in which such certificate was not granted according to the statement of the vehicle owner or person authorized by it the new registration certificate of the vehicle is granted addressed to his owner.

After entering into the Unified state register of vehicles of information on issue of the new registration certificate of the vehicle the registration certificate granted addressed to the vehicle owner which is stored in the relevant service center is considered invalid.

3-1. On vehicles which are imported on customs area of Ukraine as the humanitarian assistance in the period of warlike situation before entry into force of the resolution of the Cabinet of Ministers of Ukraine of September 5, 2023 No. 953 "Some questions of the omission and accounting of the humanitarian assistance in conditions of warlike situation" (The Official Bulletin of Ukraine, 2023, No. 87, the Art. 368) and are on temporary state accounting, according to the statement of the owner or authorized representative the registration certificate for trips abroad addressed to the owner of such vehicle is granted.

The registration certificate for trips abroad of such vehicles is granted on condition of compliance of design and technical condition of certain brand (model) of the vehicles and their components having identification numbers, to mandatory requirements of rules and standard rates that is confirmed by the certificate of conformity according to the State register of certificates of conformity and certificates like wheel vehicles and the equipment, and also the confirmations by customs authorities of information on execution of the declaration on the inventory recognized by the humanitarian assistance.

Data on execution of the declaration on the inventory, recognized by the humanitarian assistance, are checked by the direction by the service centers of the Ministry of Internal Affairs of request in customs authorities.

The registration certificate for trips abroad is granted for the term specified in the statement and is valid during action of legal regime of warlike or emergency state and within ninety days after its termination or cancellation. The mark about the period of its reality is brought in the column "Special Marks" of the certificate.

4. Bring in the list of paid services which are provided by divisions of the Ministry of Internal Affairs, National police and the Public migratory service, and the amount of payment for their provision, No. 795 approved by the resolution of the Cabinet of Ministers of Ukraine of June 4, 2007 (The Official Bulletin of Ukraine, 2007, No. 42, to Art. 1671; 2011, No. 84, Art. 3068; 2015, No. 90, the Art. 3044), changes which are applied.
