The Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on information system of forming of the list of territorial communities which are located around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking) which is applied.

2. Bring in resolutions of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332 "Some questions of allowance payment on accommodation to internally displaced persons" (The Official Bulletin of Ukraine, 2022, No. 26, the Art. 1418) - with the changes made by the resolution of the Cabinet of Ministers of Ukraine of April 16, 2022 No. 457, and of April 16, 2022 No. 457 "About support of separate categories of the population which suffered in connection with military aggression of the Russian Federation against Ukraine" changes which are applied.

3. To the ministry of questions of reintegration of temporarily occupied territories, the Ministry of Defence, regional, Kiev city to military authorities for the purpose of updating of the status of territorial communities which are located around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking) to provide immediate entering of the relevant data into information system of forming of the list of territorial communities which are had around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking), according to the procedure, determined by the provision approved by this resolution, in real time.

General part

1. This Provision determines the general principles of functioning and use of information system of forming of the list of territorial communities which are located around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking) (further - information system), the main functions of the authorized subject and users of information system, funding mechanism for its work.

2. In this Provision terms are used in such value:

information system - the automated system which consists of complex of the automated workplaces united in unified information system with use of technology of remote access;

the authorized subject - the manager/administrator of information system determined by this Provision;

users of information system are the employees of public authorities who underwent authorization in information system who are in accordance with the established procedure granted the appropriate rights of access to information system through electronic office of the user;

electronic office of the user - the personified page of web resource which is available only to the authorized user and provides access to opportunities of information system according to access rights of the specific user of information system;

the database of information system - data set about territorial communities which are located around carrying out military (fighting) operations or which are in the temporary occupation, cordon (blocking) containing in information system;

the technical administrator of information system - the legal entity whose tasks are implementation of the organizational, technical and other actions necessary for ensuring work of information system;

integration of information resources - complex of the methods and procedures directed to processing and combination of the data obtained from information resources central and local executive bodies, among themselves and with data of information system.

3. The owner and the manager of information system is the state on behalf of Minreintegration.

Administrator of information system is Minreintegration.

The technical administrator of information system is determined by the owner of information system.

Authorized subject of information system is Minreintegration.

Users of information system is the Ministry of Defence, Minsotspolitiki, regional, Kiev city military authorities.

For the purpose of ensuring assistance on accommodation to internally displaced persons, provided by Procedure for assistance on accommodation to the internally displaced persons approved by the resolution of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332 "Some questions of allowance payment on accommodation to internally displaced persons" (The Official Bulletin of Ukraine, 2022, No. 26, of the Art. 1418), Minsotspolitiki has access to the list of territorial communities which are located around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking), and also this concerning date of change of the statuses of such territorial communities.
