1. Approve the enclosed Rules and requirements to carrying out examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules and requirements to carrying out examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage

Chapter 1. General provisions

1. These rules and requirements to carrying out examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage (further – Rules) are developed according to Item 1 of article 24-1 of the Law of the Republic of Kazakhstan "About transport in the Republic of Kazakhstan" (further – the Law).

Rules determine procedure and requirements of carrying out examination of the passengers and persons visiting objects of transport infrastructure (further – visitors), the things which are in case of them including cabin baggage and baggage.

2. In these rules it is used the following concepts:

1) examination - inspection, including by application of technical and (or) other means, for the purpose of identification and detection of the substances and objects prohibited to bringing on objects of transport infrastructure;

2) examination Item - specially equipped place for carrying out examination of passengers and visitors, the things which are in case of them including cabin baggage and baggage.

3. Examination is carried out by workers of the subject of transport activities and (or) workers of the subject of security activities in case of the conclusion of the agreement for rendering security services.

4. The organization of examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage, is assigned to subjects of transport activities and (or) subjects of security activities in case of the conclusion of the agreement for rendering security services.

5. Passengers and visitors, things which are in case of them including the cabin baggage and baggage, are subject to examination depending on the level of threat established by the Rules of the organization and functioning of the state monitoring system of information and the notification of the population about emergence of threat of the act of terrorism approved by the Presidential decree of the Republic of Kazakhstan of August 9, 2013 No. 611.

Chapter 2. Procedure for carrying out examination

6. In the absence of threats of terrorist danger and (or) the moderate ("yellow") level of threat is announced, selective examination of passengers and visitors, the things which are in case of them including cabin baggage and baggage is made.

7. In case of the announcement of high ("orange") and (or) critical ("red") level of threat to examination all passengers and visitors, the things which are in case of them including cabin baggage and baggage are subject.

8. Examination of passengers of visitors with limited opportunities (persons with disability) is performed out of turn.

9. Functions of workers of the subject of transport activities and (or) workers of the subject of security activities (further – workers of examination) in Item of examination are distributed in the following procedure:

1) the worker of examination No. 1 checks identity documents or the electronic document from service of digital documents of passengers and visitors (in case of the announcement of high ("orange") and critical ("red") level of threat);

directs passengers and visitors to examination according to the procedure, excluding their accumulation in examination Item;

suggests to show the substances and objects prohibited to transportation; directs passengers and visitors for passing via the stationary metaldetector (metaldetector);

suggests to lay out the available metal objects, electronic and electric devices, photo, the cinematographic equipment;

suggests to place cabin baggage, baggage and other objects on the conveyor of X-ray-television installation, watches the correct arrangement of things on it, regulates loading of the conveyor, informs the worker of examination No. 2 on need of stop of the conveyor of X-ray-television installation;

participates in personal inspection of passengers;

2) the worker of examination No. 2 determines baggage content by the shadow image of X-ray-television installation, makes the decision on examination of cabin baggage and baggage manually;
