Some questions of regulation of activities in the sphere of utilities in connection with introduction in Ukraine of warlike situation

In the conditions of martial law imposed by the Presidential decree of Ukraine of February 24, 2022 No. 64 "About introduction of warlike situation in Ukraine" the Cabinet of Ministers of Ukraine decides:

1. During action of warlike situation in Ukraine, but not earlier than completion of the current heating period to recommend to bodies, authorized to establish rates, not to raise rates for heat energy (its production, transportation and delivery), including rates for the heat energy made with use of alternative energy sources, services in supply of heat energy and hot water service, centralized water supply and centralized drainage system for the population and to apply them to the consumer (population) at price level applied as of February 24, 2022.

2. Temporarily, for action of warlike situation in Ukraine to recommend to subjects of managing in the sphere of heat supply, centralized water supply and drainage system which licensing of activities perform Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations:

suspend accomplishment of the investing programs approved in accordance with the established procedure, and the means provided for transfer on current accounts with the special mode of use for carrying out calculations for investing programs to direct to payment of energy carriers and repayment of other obligations for ensuring stable activities of such subjects of managing;

delay development, coordination and approval of investing programs.

3. This resolution becomes effective from the date of its publication and is applied since February 24, 2022, except Item 1, which is applied since June 1, 2022.
