The government of the Russian Federation decides:

1. Determine that:

as authorized banks, stipulated in Item 2 Presidential decrees of the Russian Federation of May 27, 2022 No. 322 "About temporary procedure for obligation fulfillment before some owners" (further - authorized banks), can act credit institutions with the level of credit rating not lower than the level "A" on national rating scale for the Russian Federation of credit rating agency Analytical Credit Rating Agency (Joint-stock company) or credit rating not lower than the ruA level on national rating scale for the Russian Federation of credit rating agency Joint-stock company "Expert RA Rating agency as of June 1, 2022;

the credit institution which is conforming to requirements of paragraph two of this Item and made the decision to perform activities of authorized bank publishes data on the specified decision on the official site in the Internet and notifies all other credit institutions specified in the paragraph the second this Item and also the Central bank of the Russian Federation and the Ministry of Finance of the Russian Federation on this decision;

the credit institution is considered authorized bank from the date of to which it sent the notification provided by the paragraph third this Item.

2. Determine the Ministry of Economic Development of the Russian Federation as federal executive body which according to the subitem "b" of Item 18 of the Presidential decree of the Russian Federation of May 27, 2022 No. 322 "About temporary procedure for obligation fulfillment before some owners" is granted the right to make official explanations on single questions of application of this Presidential decree of the Russian Federation.

3. To the ministry of science and the higher education of the Russian Federation, the Ministry of Culture of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Energy of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Natural Resources and Environmental Protection of the Russian Federation and the Ministry of Finance of the Russian Federation to provide in the Ministry of Economic Development of the Russian Federation information on implementation of the Presidential decree of the Russian Federation of May 27, 2022 to No. 322 "About temporary procedure for obligation fulfillment before some owners" according to spheres of maintaining within 5 working days from the date of receipt of the corresponding request.

4. Approve enclosed:

Rules of exchange between authorized banks information on the special accounts of type "O" opened in them;

changes which are made to the Rules of issue of permissions by Russian Government Commission on Foreign Investments for the purpose of realization of additional temporary measures of economic nature for ensuring financial stability of the Russian Federation and other permissions provided by separate presidential decrees of the Russian Federation approved by the order of the Government of the Russian Federation of March 6, 2022 No. 295 "About approval of Rules of issue of permissions by Russian Government Commission on Foreign Investments for the purpose of realization of additional temporary measures of economic nature for ensuring financial stability of the Russian Federation and other permissions provided by separate presidential decrees of the Russian Federation and modification of the Regulations on Russian Government Commission on Foreign Investments" (Russian Federation Code, 2022, No. 11, Art. 1689; No. 14, Art. 2260; No. 16, Art. 2669).

Rules of exchange between authorized banks information on the special accounts of type "O" opened in them

1. These rules determine procedure for exchange between authorized banks, stipulated in Item 2 Presidential decrees of the Russian Federation of May 27, 2022 No. 322 "About temporary procedure for obligation fulfillment before some owners" (further - authorized banks), information on the special accounts of type "O" opened in them.

2. Exchange of information is performed in case of receipt of the application for opening of the special account of type "O" directed by the Russian Federation, subjects of the Russian Federation, municipalities, residents (further respectively - the statement, debtors) in authorized bank.

3. Within exchange of information the authorized bank within 2 working days from the date of receipt of the statement, stipulated in Item 2 these rules, sends inquiry to other authorized banks.

In request the owner (including in Russian), and also date and time of receipt in authorized bank of the statement of the debtor is specified.

The special account of type "O" is not opened by the authorized bank which received the application before receipt of information from other authorized banks on absence at them the special account of type "O" opened addressed to the owner.

4. Within 3 working days from the date of receipt of the request specified in Item 3 of these rules, the authorized bank which received request reports the authorized bank which sent the specified inquiry, information on availability of the special account of type "O" opened addressed to the owner and on its details or on lack of the specified account.

5. In case of receipt in one day in several authorized banks of statements for opening of the special account of type "O" addressed to the same owner the specified account is opened by the authorized bank which received the application the first.

6. Within 2 working days from the date of opening of the special account of type "O" the authorized bank reports its details in other authorized banks. In the presence the authorized bank has information on details of the special account of the type "O" opened in other authorized bank, the request specified in Item 3 of these rules does not go.
