Based on Item 3 of article 17 of the Law of the Republic of Belarus of June 15, 1993 No. 2403-XII "About fire safety", subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve Fire safety regulations for the apartment houses, structures and constructions located in the house adjoining territory, the garden lodges, economic structures and constructions located on the parcel of land provided for the conducting collective gardening, dachas, economic structures and constructions located on the parcel of land provided for country construction (are applied).

2. Recognize to invalid:

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of March 14, 2014 No. 3 "About approval of Fire safety regulations of the Republic of Belarus. PPB of Belarus 01-2014";

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of August 26, 2014 No. 25 "About entering of amendment and changes into Fire safety regulations of the Republic of Belarus. PPB of Belarus 01-2014";

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 1, 2015 No. 27 "About modification of Fire safety regulations of the Republic of Belarus. PPB of Belarus 01-2014";

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 25, 2016 No. 14 "About entering of amendments and changes into Fire safety regulations of the Republic of Belarus. PPB of Belarus 01-2014";

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 14, 2017 No. 5 "About modification of Fire safety regulations of the Republic of Belarus. PPB of Belarus 01-2014".

3. This resolution becomes effective since May 24, 2020.

Fire safety regulations for the apartment houses, structures and constructions located in the house adjoining territory, the garden lodges, economic structures and constructions located on the parcel of land provided for the conducting collective gardening, dachas, economic structures and constructions located on the parcel of land provided for country construction

Chapter 1. General provisions

1. These rules establish requirements of fire safety in case of operation of apartment houses (except for hostels and parts of apartment houses of classes of functional fire risk of F1.1, F1.2, F2 – F 5), the structures and constructions located in the house adjoining territory, the garden lodges, economic structures and constructions located on the parcel of land provided for the conducting collective gardening, dachas, economic structures and constructions located on the parcel of land provided for country construction.

2. For the purposes of these rules the following terms and their determinations are applied:

the autonomous fire announcer – the fire announcer in whose case the autonomous power supply and all components necessary for detection of the fire and the sound notification about it are structurally integrated;

the auxiliary room – the room located in the blocked, apartment apartment house outside residential and (or) non-residential premises, intended for ensuring operation of the apartment house (lobby, corridor, gallery, ladder marches and platforms, passes, emergency exits, lift halls and other rooms);

garage – the capital structure or the isolated room having main or septal walls, overlappings, roof, apertures, floor, viewing hole (is allowed lack of viewing hole) intended for storage of the vehicle;

combustible substances and materials – the substances and materials capable to ignite spontaneously and also to flare up in case of impact of source of ignition and to burn independently after its removal;

the apartment house – capital structure (the building, construction), half or more than a half of total area of which constitutes the area of premises;

juvenile children are persons who did not reach 14-year age;

not heatcapacious furnace – bakes from sheet steel or cast from cast iron with active amount of laying of less 0,2 cubic meter;

hot work – the works of the increased danger connected using naked flame, sparking and heating to temperatures capable to cause ignition of materials and designs (electro-and gas-welding works, gazo-, electro-and petrolcutting, works on bitumen warming up, heating of details as open flame, application of torches, torches);

heating devices – devices for heating of the room by transfer of warmth from the heat carrier (radiators unary, section, pipes of heating and similar);

emergency firefighting equipment – the fire extinguishing means used for fight against the fire in initial stage of its development (fire extinguishers, the nonmechanized hand fire tool, reservoirs with water-supply, panel fire-proof);

pyrotechnic product – the product intended for receipt of the required effect by means of burning (explosion) of pyrotechnic structure;

the fire announcer – the technical tool intended for detection of the fire by means of control of changes of the physical parameters of the environment caused by the fire and (or) forming of signal of the fire;
