About activities of joint educations

For the purpose of increase in efficiency of activities for questions of development of international cooperation of the Republic of Belarus with foreign states and regions of the Russian Federation the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that management officials, cabinet ministers of the Republic of Belarus, heads of the organizations subordinated to the Government of the Republic of Belarus and other officials according to the list according to appendix 1 are on position heads (deputy managers) of the Belarusian parts of the intergovernmental commissions, committees, the councils created within international treaties of the Government of the Republic of Belarus with the governments of foreign states, the commissions, councils on development of cooperation of the Republic of Belarus with the State Parties of the Commonwealth of Independent States, councils, the joint commissions, the working groups on cooperation with regions of the Russian Federation (further, unless otherwise specified, – joint educations) and together with heads of the Ministry of Foreign Affairs and foreign institutions of the Republic of Belarus are assigned to the countries for ensuring building-up of amounts and diversification of commodity export and services.

2. Determine that general coordination of activities of the Belarusian parts of councils, the joint commissions, the working groups on cooperation with regions of the Russian Federation specified in appendix 1, is performed by the First Deputy Prime Minister of the Republic of Belarus.

3. Authorize heads of the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, other state bodies and organizations on approval as heads (deputy managers) of the Belarusian parts of joint educations of officials of state bodies and the organizations for the list according to appendix 2.

3-1. Determine that the head of the Belarusian part of the commission on cooperation in the field of safety of the Belarusian-Chinese intergovernmental committee on cooperation is the First Deputy Chairman of Committee for State Security (with the consent of the Chairman of Committee for State Security).

4. State bodies and the organizations in ten-day time inform the Ministry of Foreign Affairs on officials who are approved as heads (deputy managers) of the Belarusian parts of joint educations, according to appendix 2.

5. Grant the right to heads (deputy managers) of the Belarusian parts of joint educations according to appendices 1 and 2:

create and approve structures of the Belarusian parts of joint educations according to Regulations on the Belarusian part of the intergovernmental commission formed within the international treaty of the Government of the Republic of Belarus with the government of foreign state approved by the resolution of Council of Ministers of the Republic of Belarus of February 20, 2002 No. 229;

attract to participation in meetings of joint educations and the Belarusian parts of joint educations of representatives of the interested state bodies and the organizations;

create the working groups and other forming of joint educations for the solution of the questions arising during implementation of international treaties of the Government of the Republic of Belarus with the governments of foreign states.

6. Assign accomplishment of functions of the Belarusian parts of the joint commissions provided by international treaties of the Government of the Republic of Belarus with the governments of the State Parties of the Commonwealth of Independent States to the commissions on development of cooperation of the Republic of Belarus with the State Parties of the Commonwealth of Independent States.

7. Bring in the resolution of Council of Ministers of the Republic of Belarus of December 23, 2014 No. 1235 "About some questions of building-up and diversification of commodity export and services" the following changes:

in subitem 2.1 of the word "according to Item 1 of this resolution" shall be replaced with words "Council of Ministers of the Republic of Belarus";

in subitem 2.3 to replace the word with the word "quarter" "half-year";

to state subitem 4.1 of item 4 in the following edition:

"4.1. organize planning and practical activities of the subordinates (who are part, system) the organizations for diversification and building-up of commodity export and services for achievement of the key performance indicators of work on commodity export which are annually approved by the Government of the Republic of Belarus and services, including development and updating as required of plans of the actions for development of trade and economic cooperation of the Republic of Belarus with foreign countries, joint with the Ministry of Foreign Affairs, providing commodity and geographical diversification of deliveries to the foreign markets (the planned amounts of shipments in physical and value term of the main goods items and services with indication of the countries and terms of deliveries);";

the fourth and fifth Item 5 to state paragraphs in the following edition:

"together with the Ministry of Economics to provide introduction, annual no later than January 15, for approval in Council of Ministers of the Republic of Belarus of indicative indicators on building-up of commodity export and services to the fixed countries;
