About certification of experts in the field of industrial safety

1. Approve the enclosed Regulations on certification of experts in the field of industrial safety.

2. Recognize invalid:

Regulations on certification of experts in the field of industrial safety

1. This Provision establishes procedure for carrying out certification of experts in the field of industrial safety (further - certification).

2. Certification is carried out by Federal Service for Environmental, Technological and Nuclear Supervision.

3. Certification is carried out concerning physical persons (further - applicants) for confirmation of their compliance to requirements imposed to the experts in the field of industrial safety (further - experts) established by federal regulations and rules of industrial safety.

4. Experts are certified for the areas of certification determined by way of correlation of types of objects of examination of industrial safety and standard names of hazardous production facilities. Types of objects of examination of industrial safety are determined according to Item 1 of article 13 of the Federal law "About Industrial Safety of Hazardous Production Facilities". The following standard names of hazardous production facilities are applied to determination of areas of certification:

hazardous production facilities of the coal, slate and peat industry;

hazardous production facilities of the ore mining and nonmetallic industry;

hazardous production facilities on which industrial substances turn out are used, stored, transported and are destroyed explosive materials of industrial function;

hazardous production facilities on which turn out, used, processed are stored, destroyed the explosives and materials including initiating and brisant explosives, gunpowder, rocket fuels and their components, and also explosive and pyrotechnic structures and products, containing them, ammunition, except for industrial explosive materials (are utilized) and transported;

hazardous production facilities of gas and oil producing complex;

hazardous production facilities of the main pipeline transport;

hazardous production facilities of exploration and geophysical works in case of development of fields;

hazardous production facilities of chemical, petrochemical and oil-processing industry, and also other explosion-fire-hazardous and harmful productions;

hazardous production facilities of oil product supply;

chemically hazardous production facilities of systems of water treatment;

hazardous production facilities of the food and oil and fat industry;

hazardous production facilities of gas supply;

the hazardous production facilities of heat-and-power and power industry, other hazardous production facilities using the equipment working under pressure of more 0,07 of MPa or at water heating temperature more than 115 °C;

hazardous production facilities of metallurgical industry and hazardous production facilities of production of ferrous and non-ferrous metals;

hazardous production facilities on which cargo suspended ropeways are used;

hazardous production facilities on which passenger ropeways and funiculars are used;

hazardous production facilities on which escalators in the subways are used;

hazardous production facilities on which stationary established heavy lift gears are used;

hazardous production facilities of storage, conversion and use of vegetable raw materials.

5. Alphanumeric designations which are published on the official site of Federal Service for Environmental, Technological and Nuclear Supervision in the Internet (further - Internet network) are appropriated to areas of certification of experts.

6. Depending on classes of danger of hazardous production facilities concerning which expertize of industrial safety is carried out the following categories of experts are established:

a) the first category with the right of conducting examination concerning hazardous production facilities I, II, III and IV classes of danger;

b) the second category with the right of conducting examination concerning hazardous production facilities II, III and IV classes of danger;

c) the third category with the right of conducting examination concerning hazardous production facilities III and IV classes of danger.

7. Certification includes:

a) check of reliability of the data provided by the applicant;

b) qualification examination for confirmation of availability at the applicant of the special knowledge necessary for expertize of industrial safety (further - qualification examination).

8. For certification passing the applicant represents the statement for certification, and also the following data to Federal Service for Environmental, Technological and Nuclear Supervision:

a) surname, name, middle name (in the presence);

b) number, month, year and birthplace;

c) insurance number of the individual ledger account;

d) data on the identity document;

e) residential address;

e) contact phone number;

g) e-mail address;

h) area of certification of the expert;

i) category of the expert;
