About approval of the Technique of assessment of level of repartition of goods for inclusion in the list of priority goods

1. Approve the enclosed Technique of assessment of level of repartition of goods for inclusion in the list of priority goods.
2. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Technique of assessment of level of repartition of goods for inclusion in the list of priority goods (further – the Technique) is developed according to Item 2 of article 26 of the Law of the Republic of Kazakhstan "About industrial policy" (further – the Law) and determines evaluation procedure of level of repartition of goods for inclusion in the list of priority goods.
2. Scope of the Technique are goods of processing industry. For assessment of level of repartition of goods the list of goods subline items (further – goods) processing industry which are determined at the level of six signs of the Commodity nomenclature of the foreign economic activity of the Eurasian Economic Union approved by the Decision of Council of the Eurasian economic commission of September 14, 2021 No. 80 is used.
3. In this technique the following concepts are used:
1) goods of high level of repartition – the final goods representing result of deep conversion with more difficult production technology;
2) goods of the average level of repartition – final goods of low technological complexity or semi-final goods (intermediate goods) which are result of multistage conversion of initial materials;
3) goods of low level of repartition – the goods which are characterized by low technological complexity and simplicity of conversion, the majority of which act as intermediate goods for the subsequent productions;
4) complexity index of goods of Product Complexity Index (further – the PCI index) – the index estimating variety and complexity of the production processes necessary for production of product;
5) repartition – extent of conversion of raw materials as a result of which are exposed to changes its chemical composition, physical or mechanical properties, taking into account the level of the used technologies.
Other concepts used in this Technique are applied according to the concepts determined by the legislation of the Republic of Kazakhstan.
4. Official statistical data, indicators of the international indexes, institutes of development, interstate associations are information sources for carrying out calculation of assessment of level of repartition of goods.
5. In case of lack of necessary official statistical data and indicators of the international indexes for the accounting period at the time of evaluating, their annual values for the last available period are applied.
6. Assessment of level of repartition is carried out by 3 criteria:
1) technological complexity of the made goods;
2) export potential;
3) consumption potential in the domestic market.
7. Points by criteria are given according to appendix 1 to this Technique and calculated by the following formula:
Ok = Ots + Oep + Opvr
where:
Ok – final assessment;
Отс – assessment of technological complexity;
Oep – assessment of the export potential;
Opvr – consumption assessment in the domestic market.
8. By results of final assessment goods are divided into 3 levels of repartition.
1) the high level of repartition – from 8 to 10 points;
2) the average level of repartition – from 4 to 8 points:
3) the low level of repartition – from 0 to 4 points.
9. Goods of average and high levels of repartitions are included in the list of priority goods.
10. Assessment of technological complexity of goods is carried out by summing of points of assessment of technological complexity of goods on the PCI index and goods estimates on its readiness for use.
11. Assessment of technological complexity of goods on the PCI index includes the following stages:
1) classification of industries of processing industry by technological complexity;
2) assessment of technological complexity of goods on the PCI index.
