About approval of Rules of rendering services of telegraph communication

According to article 44 of the Federal law "About Communication" Government of the Russian Federation decides:

1. Approve the enclosed Rules of rendering services of telegraph communication.

2. Recognize invalid:

the order of the Government of the Russian Federation of April 15, 2005 No. 222 "About approval of Rules of rendering services of telegraph communication" (The Russian Federation Code, 2005, No. 17, the Art. 1557);

Item of 2 changes which are made to orders of the Government of the Russian Federation concerning communication services provision, approved by the order of the Government of the Russian Federation of February 16, 2008 No. 93 "About modification of some orders of the Government of the Russian Federation concerning communication services provision" (The Russian Federation Code, 2008, No. 8, the Art. 749);

Item of 1 changes which are made to acts of the Government of the Russian Federation concerning rendering the services of telegraph communication approved by the order of the Government of the Russian Federation of June 3, 2008 No. 425 "About introduction of amendments to some acts of the Government of the Russian Federation concerning rendering services of telegraph communication" (The Russian Federation Code, 2008, No. 23, the Art. 2715);

Item of 39 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of March 10, 2009 No. 219 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2009, No. 12, the Art. 1429);

Item of 3 changes which are made to acts of the Government of the Russian Federation in connection with adoption of the Federal Law "About Computation of Time", approved by the order of the Government of the Russian Federation of January 31, 2012 No. 63 "About introduction of amendments to some acts of the Government of the Russian Federation in connection with adoption of the Federal Law "About Computation of Time" (The Russian Federation Code, 2012, No. 6, the Art. 695).

3. Items 569 and 966 of the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts, separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, the decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" approved by the order of the Government of the Russian Federation of December 31, 2020 No. 2467 "About approval of the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts are not applied separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" are not applied (Russian Federation Code, 2021, No. 2, Art. 471), to exclude.

4. This resolution becomes effective since September 1, 2022 and is effective within 6 years from the date of its entry into force.

Rules of rendering services of telegraph communication

I. General provisions

1. These rules govern the relations between physical persons, individual entrepreneurs, legal entities (further - users) and the telecom operators rendering services of telegraph communication in public communication network based on the corresponding license (further - telecom operators).

2. In these rules the following basic concepts are used:

"subscriber" - the user of service of Teleks network with whom the service provision agreement of Teleks network in case of selection for these purposes of directory number is signed;

"addressee" - the user to whom the telegram is addressed;

"the internal telegram" - the telegram submitted, transferred and addressed within the territory of the Russian Federation;

"external telegram" - the telegram submitted within the territory of the Russian Federation and transferred out of limits of the territory of the Russian Federation or the telegram submitted outside the territory of the Russian Federation and addressed to the Russian Federation;

"the international telex" - temporary connection for acceptance and text messaging of telegraph communication between the customer (terminal) premise equipment of Teleks network which is in the territory of the Russian Federation and the customer (terminal) premise equipment of Teleks network which is in the territory of other state;

"national telex" - temporary connection for acceptance and text messaging of telegraph communication between the customer (terminal) premise equipment of Teleks network which is in the territory of the Russian Federation;

"sender" - the user who submits to the telecom operator the telegram intended for transfer;

"the customer (terminal) premise equipment of Teleks network - the means of communication for transfer and (or) acceptance of text messages and telegrams in the Teleks networks technically connected to subscriber lines and which are in use of the subscriber (subscriber unit);

"destination" - the address to which delivery of the telegram is performed by the telecom operator;

"giving Item" - signal office (postal telegraph office, Item of collective use, etc.) in which services are rendered to the sender of the telegram;

"Item of rendering services of telegraph communication" - the signal office combining functions of Item of giving and destination;

"telegram" - the text message intended for transfer by means of telegraph communication;
