1. Approve the enclosed Rules of rendering services in business incubation development assistance, and also cost determinations of such services, except for the services rendered by the international technology park "Astana Hub".

2. To provide to department of innovative ecosystem and scientific and technical development of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of digital development, innovation and aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective since July 1, 2022 and is subject to official publication.

Rules of rendering services in business incubation development assistance, and also cost determinations of such services, except for the services rendered by the international technology park "Astana Hub"

Chapter 1. General provisions

1. These rules of rendering services in business incubation development assistance, and also cost determinations of such services, except for the services rendered by the international technology park "Astana Hub" (further – Rules) are developed according to subitem 9-1) of Item 2 of article 100-1 of the Entrepreneurial code of the Republic of Kazakhstan and Item 2 of article 18 of the Law of the Republic of Kazakhstan "About industrial policy" and determine procedure for rendering services in business incubation development assistance, and also determine the cost of such services, except for the services rendered by the international technology park "Astana Hub".

2. In these rules the following basic concepts are used:

1) acceleration – the program of intensive development through mentorship (mentoring), training and expert support;

2) business incubator – the legal entity created for support of small business entities at stage of their formation by provision of production rooms, the equipment, organizational, legal, financial, consulting and information services;

3) the applicant in competitive selection of business incubators (further – the applicant) - the legal entity or physical person which provided for consideration to national institute the request for rendering services in development assistance of business incubation according to these rules;

4) business incubation – rendering to small business entities, at the initial stage of their functioning of services in provision of rooms, the equipment, organizational, legal, financial, consulting and information services within study of the innovative project (further – the project);

5) the receiver of services of business incubation – the small business entity receiving services of business incubation according to these rules based on the service provision agreement on business incubation signed between business incubator and the receiver of services of business incubation;

6) authorized body in the field of the state support of innovative activities (further – authorized body) – the central executive body performing management in the field of innovative and technology development and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination and participation in realization of the state support of innovative activities;

7) competitive selection – selection of business incubators for rendering services of business incubation according to competitive task within support of business incubators;

8) the request – the statement with appendix of necessary documents according to requirements of these rules;

9) the automated system of electronic acceptance and support of requests (further – the Portal) – the automated system on acceptance and support of requests for rendering services in business incubation development assistance;"

10) national institute – the national institute of development in the field of innovative development which is taking part in realization of mechanisms of the state support on business incubation, acceleration of startups, commercialization of technologies and to transfer of technologies, strengthening of personnel, managerial and potential production of subjects of innovative activities, and also providing services of acceleration, business incubation to subjects of innovative activities for holding marketing and other efforts, search of potential investors (further – National institute);

11) the agreement – the service provision agreement of business incubation according to competitive task of support of processes of business incubation, within Rules, concluded between National institute and business incubator.

3. Financing is performed by the state through national institute according to these rules.

4. Services of National institute are paid by authorized body at the expense of means of the republican budget.
