According to part seven of Article 20 and the paragraph third the subitem 2 of Item 22 of the Section VI "Final and transitional provisions" of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use in 2022 for the means of the government budget provided for payment of the annual one-time monetary assistance to veterans of war and to the victims of Nazi prosecutions which is attached.

2. Determine that:

1) payment of the annual one-time monetary assistance provided by the Laws of Ukraine "About the status of veterans of war, guarantees of their social protection" and "About the victims of Nazi prosecutions" (further - benefit), is performed in 2022 in sizes at least, than in 2021;

2) payment of the monetary assistance in 2022 is performed:

bodies of the Pension fund of Ukraine - to persons which are on accounting in territorial authorities of the Pension fund of Ukraine as persons who are granted pension (monthly perpetual monetary pay), as of May 5, 2022, by inclusion in sheets (lists) on pension payment;

structural divisions concerning social protection of the population of district, district public administrations, executive bodies in Kiev city, district in the cities (in case of their education) councils - to persons who do not stay on the registry in territorial authorities of the Pension fund of Ukraine as persons who are granted pension (monthly perpetual monetary pay), as of May 5, 2022, by money transfer into special accounts of military units, organizations and organizations for the place of their service, and persons who are not military personnel, police officers, persons of the commanding and ordinary structure, - on current accounts of these persons in authorized banks.

3. To the Ministry of Defence, the Ministry of Internal Affairs, the Ministry of infrastructure, National guard, National police, National anti-corruption bureau, the State Tax Administration, the State Customs Service, Public service on emergency situations, the State bureau of investigations, Security service, Service of foreign intelligence, Service of judicial protection, the Ministry of Justice, Management of the state protection, Public service on emergency situations, Administration of the State Border Service, Administration of Public service of special communication and information security, the Office of the Attorney-General, Public judicial administration, the Public special service of transport formed according to the laws to other military forming, the companies, organizations to the organizations provide representation till May 31 of the current year to structural divisions concerning social protection of the population of district, district public administrations, executive bodies in Kiev city, district in the cities (in case of their education) councils of lists of persons which have the right to the monetary assistance and are not on accounting in territorial authorities of the Pension fund of Ukraine.

In case of impossibility to provide representation by the bodies determined in paragraph one of this Item till May 31 of the current year to structural divisions concerning social protection of the population of district, district public administrations, executive bodies in Kiev city, district in the cities (in case of their education) councils of lists of persons having the right to the monetary assistance, such bodies can submit till September 30 of the current year information by categories and the number of persons having the right to the monetary assistance, and also the amounts for payment of the monetary assistance.

4. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of April 8, 2021 No. 325 "Some questions of payment of the one-time monetary assistance provided by the Laws of Ukraine "About the status of veterans of war, guarantees of their social protection" and "About the victims of Nazi prosecutions" (The Official Bulletin of Ukraine, 2021, No. 31, the Art. 1800).

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Annual One-time Monetary Assistance to Veterans of War and to the Victims of Nazi Prosecutions and the Public Assistance to Persons Who Have Special and Special Labour Merits before the Homeland" program for payment of the annual one-time monetary assistance to veterans of war and to the victims of Nazi prosecutions (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is Minsotspolitiki.

3. Managers of budgetary funds of the lowest level are:

1) about payment of the one-time monetary assistance to veterans of war and to the victims of Nazi prosecutions which are on accounting in territorial authorities of the Pension fund of Ukraine as persons who are granted pension (monthly perpetual monetary pay), as of May 5, 2022, - the Pension fund of Ukraine;

2) about payment of the one-time monetary assistance to veterans of war and to the victims of Nazi prosecutions which are not staying on the registry in territorial authorities of the Pension fund of Ukraine as persons who are granted pension (monthly perpetual monetary pay), as of May 5, 2022:

structural divisions concerning social protection of the population regional, Kiev city the state administrations (further - regional social security authorities of the population);

structural divisions concerning social protection of the population of the district, district state administrations in Kiev, executive bodies city, district in the cities (in case of their education) councils (further - local authorities of social protection of the population), the centers for charge and implementation of social payments which meet the requirements of Item 47 parts one of Article 2 of the Budget code of Ukraine (further - the centers for charge and implementation of social payments).
