About features of implementation of state programs of the Russian Federation (their structural elements) in the conditions of the geopolitical and sanctions pressure upon development of the Russian economy and modification of the Regulations on management system state programs of the Russian Federation

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to the Regulations on management system state programs of the Russian Federation approved by the order of the Government of the Russian Federation of May 26, 2021 No. 786 "About management system state programs of the Russian Federation" (The Russian Federation Code, 2021, No. 23, the Art. 4042).

2. Determine that in 2022 - 2023 development, realization, monitoring and efficiency evaluation of state programs of the Russian Federation (further - state programs) (their structural elements) are performed according to the Regulations on management system state programs of the Russian Federation approved by the order of the Government of the Russian Federation of May 26, 2021 No. 786 "About management system state programs of the Russian Federation" (further - the Provision), taking into account the following features:

a) the realization of state programs (their structural elements) is enabled for the purpose of the unconditional achievement of the national purposes of development of the Russian Federation, strategic priorities of social and economic development of the Russian Federation and ensuring national security of the Russian Federation taking into account implementation of actions directed to prevention of influence of deterioration in geopolitical and economic situation on development of the industries of economy provided by the actions plans and other program documents approved by the President of the Russian Federation and the Government of the Russian Federation. The specified actions are subject to inclusion in state programs (their structural elements), and also marking in the state integrated management information system public finance "The electronic budget" (further - the Electronic Budget system) according to Provision Item 7;

b) passports of state programs (their structural elements) and plans of their realization are developed and affirm (change) for the next financial year and planning period.

Action of this subitem does not extend to passports of federal projects and their working plans if such passports of federal projects correspond to initiatives of social and economic development of the Russian Federation till 2030 according to the list of initiatives of social and economic development of the Russian Federation till 2030 approved by the order of the Government of the Russian Federation of October 6, 2021 No. 2816-r and also in case of the corresponding order and (or) specifying of the President of the Russian Federation, the order of the Russian Prime Minister, the decision of Council in case of the President of the Russian Federation for strategic development and national projects, presidium of Council in case of the President of the Russian Federation for strategic development and national projects;

c) the single change request of the state program, except as specified automatic change of parameters of the passport of the state program after approval of changes of parameters of the passport of the national project and (or) the federal project which is the part of the national project considered and approved in accordance with the established procedure by the interested federal executive bodies, other state bodies and the organizations can affirm the executive in charge of the state program (in case of adjustment of parameters of the passport of the state program) or the collaborator of the state program (in case of adjustment of parameters of the passport of structural element of the state program, except for the federal projects which are part of national projects, the state program which is not mentioning parameters) if such single request:

does not provide change of the purposes and measure values of the state program (for the single request providing adjustment of the passport of the state program);

it is prepared for the purpose of reduction of parameters of the state program, its structural elements in compliance with the changes made to summary budget list of the federal budget on the basis provided by part 16 of article 9 of the Federal law "About Modification of the Budget Code of the Russian Federation and Separate Legal Acts of the Russian Federation, Suspension of Action of Separate Provisions of the Budget Code of the Russian Federation, Recognition Voided Separate Regulations of Legal Acts of the Russian Federation and on Establishment of Features of Execution of Budgets of the Budget System of the Russian Federation in 2023" in case of lack (settlement) of disagreements with the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation and board of the Military-industrial commission of the Russian Federation on such single request;

d) ceased to be valid according to the Order of the Government of the Russian Federation of 28.12.2022 No. 2489

e) curators of state programs have the right to perform powers, stipulated in Item 48 Provisions, without holding meetings of management boards of state programs;

e) automatic forming and submission of monthly reports on the course of implementation of state programs and complexes of process actions in the Electronic Budget system is performed;

g) curators of the state programs included in the Section VIII of the list of state programs of the Russian Federation approved by the order of the Government of the Russian Federation of November 11, 2010 No. 1950-r having the right to make the decision on inexpediency of monthly (quarterly) planning of measure values of state programs and which are their part of structural elements.

2(1). Determine that till December 31, 2023 data on the course of realization and on efficiency evaluation of the state programs included in the Section VIII of the list of state programs of the Russian Federation approved by the order of the Government of the Russian Federation of November 11, 2010 No. 1950-r, and also state programs of the Russian Federation "Space activities of Russia", "Development of atomic power industrial complex", "Development of the electronic and radio-electronic industry" are not published.

2(2). Ceased to be valid according to the Order of the Government of the Russian Federation of 01.03.2023 No. 333

3. This resolution becomes effective from the date of its official publication.
