According to the subitem 13) article 9 of the Law of the Republic of Kazakhstan "About industrial policy" PRIKAZYVAYU:

1. Approve the enclosed Rules of forming and maintaining the database of goods, works, services and their suppliers.

2. Recognize invalid some orders of the Ministry for Investments and Development of the Republic of Kazakhstan and the acting minister of the industry and infrastructure development of the Republic of Kazakhstan according to appendix to this order.

3. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming and maintaining database of goods, works, services and their suppliers

Chapter 1. General provisions

1. These rules of forming and maintaining the database of goods, works, services and their suppliers (further - Rules) are developed according to the subitem 13) of article 9 of the Law of the Republic of Kazakhstan "About industrial policy" and determine procedure for forming and maintaining the database of goods, works, services and their suppliers.

2. In these rules the following basic concepts are used:

1) the electronic copy of the document – the document which is completely reproducing type and information (data) of the authentic document in electronic and digital form;

2) the portal – information system the Kazakhstan Content Internet portal;

3) the database of goods, works, services and their suppliers (further - the database) – the list of domestic goods, works, services and their suppliers;

4) suppliers of goods, works and services (further - suppliers) – domestic producers and domestic suppliers of works and services;

5) the electronic digital signature – set of electronic digital characters created by means of the electronic digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

Chapter 2. Procedure for forming of the database of goods, works, services and their suppliers

3. The database is created by national institute of development in the field of development of intra country value (further – National institute) according to these rules.

4. The database is placed on the portal to the address www.ks.gov.kz.

5. Forming of the database includes:

1) works and services rendered by domestic suppliers;

2) goods on which certificates of origin of the CT-KZ form are issued;

3) list of domestic producers and domestic suppliers of works and services;

4) register of domestic producers of construction materials, equipment, products and constructions;

5) register of domestic manufacturers of furniture products.

6. Databases it is created in electronic form by registration of suppliers in the database.

7. For registration in the database (except for the register of domestic producers of construction materials, the equipment, products and constructions and the register of domestic manufacturers of furniture products) the supplier:

1) fills in the questionnaire of the supplier in form, according to appendix 1 to these rules in electronic form;

2) for goods fills in information on form, according to appendix 2 to these rules in electronic form:

attaches the document on assessment (confirmation) of compliance of products, for products which are subject to obligatory assessment (confirmation) of compliance;

attaches the original or the copy of the established sample, or the copy certified by authorized organization, or the electronic copy of the certificate of origin of "CT-KZ" issued in accordance with the established procedure according to the Rules by determination of the country of goods' origin, the status of goods of the Eurasian Economic Union or foreign goods, issue of the certificate of origin and canceling of its action, establishment of forms of the certificate by determination of the country of goods' origin approved by the order of the Minister of Trade and integration of the Republic of Kazakhstan of July 13, 2021 No. 454-HK (registered in the Register of state registration of regulatory legal acts at No. 23514);

3) for works and services fills in information on form, according to appendix 3 to these rules in electronic form:

attaches the help about state registration of the legal entity (for legal entities);

applies permission or the notification, in case of introduction concerning works (services) of allowing or notifying procedure according to article 17 of the Law of the Republic of Kazakhstan "About permissions and notifications";

attaches the certificate of quality management system, in case of compliance of works (services) to requirements of ST of RK ISO 9001-2016;

attaches information of the supplier of works/services, according to appendix 4 to these rules.
