About measures for ensuring accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic

For the purpose of creating favorable conditions for development of trade and economic relations, according to articles 51, of 261 Tax Code of the Kyrgyz Republic, articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides ensuring increase in the export potential, accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic, determinations of acceptance date to accounting:

1. Approve:

- Procedure for ensuring accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic according to appendix 1;

- The inventory and recommended minimum regulations on commodity importation concerning which obligatory execution of the shipping documents (the international way bill - CMR or the accompanying waybill, the invoice) moved with physical persons through Items of accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic is not required (further - Items of accounting of goods) for private use, according to appendix 2.

2. Bring in the order of the Government of the Kyrgyz Republic "About measures for streamlining of functioning of the check points through frontier of the Kyrgyz Republic intended for the international automobile, air and railway service, and internal stationary posts on highways of the Kyrgyz Republic" of November 19, 2007 to No. 556 the following change:

1) in the List of check points at the airports of the Kyrgyz Republic intended for air international traffics approved by the above-stated resolution:

3. Determine the coordinating body for carrying out the state control (sanitary and epidemiologic, veterinary, phytosanitary, transport) in Items of accounting of the goods located near check points on the Kyrgyz-Kazakhstan site of frontier of the Kyrgyz Republic - the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic.

4. To the state bodies involved in work of Items of accounting of goods:

1) to provide the round-the-clock watch of the officials involved in work of Items of accounting of goods;

2) to introduce in accordance with the established procedure in Administration of the President of the Kyrgyz Republic the draft decision of the Cabinet of Ministers of the Kyrgyz Republic providing entering of the corresponding amendments and changes into provisions of the state bodies involved in work of Items of accounting of goods in a month.

5. To the Ministry of Transport and Communications of the Kyrgyz Republic together with the Ministry of digital development of the Kyrgyz Republic, the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic and local government bodies to hold necessary events for allocation of land under construction of Items of accounting of the goods located near check points on the Kyrgyz-Kazakhstan site of frontier in Manassky district of the Talas region ("Kichi-Kapka road"), Alamudunsky district of Chuy Region ("Ak Zhol road"), Zhayylsky district of Chuy Region ("road Zhayyl"), the Sokuluksky district of Chuy Region ("road Kamyshanovka"), according to the procedure, determined by the legislation of the Kyrgyz Republic in the sphere of regulation of land relations.

6. 7. To fund for management of state-owned property under the Ministry of Economy and Trade of the Kyrgyz Republic in accordance with the established procedure to provide provision by open joint stock company "The international airport "Manas" in temporary free use to the state bodies of the Kyrgyz Republic involved in work on execution of the state powers in Items of accounting of goods, rooms on terms of the contract of free use at the international airports "Manas", "Osh" and "Issyk Kul".

8. To the state agency of architecture, construction and housing and communal services under the Cabinet of Ministers of the Kyrgyz Republic:

- together with the Agency of road, water transport and weight and dimensional control under the Ministry of Transport and Communications of the Kyrgyz Republic and the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic to develop the design estimates and to make financial and economic calculations on construction of Items of accounting of goods;

- act as the customer and provide construction of Items of accounting of goods with further transfer them in maintaining the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic.

9. Under the Ministry of Finance of the Kyrgyz Republic together with the Ministry of Finance of the Kyrgyz Republic for smooth operation of information system to provide to the State Tax Service Items of accounting of goods by the additional (reserve) channel of Internet communication.

10. To provide to Department of Energy of the Kyrgyz Republic with the uninterrupted electric power Items of accounting of goods and check-points on the Kyrgyz-Kazakhstan site of frontier.

11. To the State Tax Service under the Ministry of Finance of the Kyrgyz Republic and the Border service of the State committee of homeland security of the Kyrgyz Republic for the purpose of ensuring smooth operation of Items of accounting of goods and check-points on the Kyrgyz-Kazakhstan site of frontier in 6-month time to establish reserve (autonomous) sources of the electric power for application in cases of emergency system violations in work of power supply system of the Kyrgyz Republic and Unified Energy System of Central Asia.

12. To the Ministry of Finance of the Kyrgyz Republic to allocate money from the republican budget according to the procedure, determined by the Budget code of the Kyrgyz Republic, for ensuring financing:

- The state agency of architecture, construction and housing and communal services under the Cabinet of Ministers of the Kyrgyz Republic for execution of Item 8 of this resolution and realization of the Procedure for ensuring accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic;

- The State Tax Service under the Ministry of Finance of the Kyrgyz Republic:

1) for acquisition and installation of servers in Items of accounting of goods within trade with state members of the Eurasian Economic Union when importing (import) to the Kyrgyz Republic;

2) for execution of Item 9 of this resolution:

- The State Tax Service under the Ministry of Finance of the Kyrgyz Republic and Border service of the State committee of homeland security of the Kyrgyz Republic for execution of Item 11 of this resolution.

13. To the ministries and departments to bring the decisions into accord with this resolution.
