Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the Single state web portal for collection of donations in support of Ukraine by "United24" which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. To the ministry of digital transformation to provide creation and commissioning of the Single state web portal for collection of donations in support of Ukraine to "United24".

Regulations on the Single state web portal for collection of donations in support of Ukraine "United24"

1. This Provision determines the purpose, the main objectives, functionality and subjects of the Single state web portal for collection of donations in support of Ukraine of "United24" (further - the United 24) Portal, contents of information placed on it, and also other questions of functioning of the United 24, Portal in particular the United 24, mobile application which is its component (further - the appendix United 24).

2. The United24 portal has the official Internet address - u24.gov.ua.

Use of the United24 Portal is performed on a grant basis round the clock seven days a week, except cases of implementation of upgrade or carrying out the planned and unplanned scheduled and/or technical maintenance connected with elimination of technical and/or methodological mistakes or technical failure in work which duration of carrying out is determined by the technical administrator of the United24 Portal.

The owner (holder) of the United24 portal and exclusive property rights of intellectual property on its software is the state on behalf of Mintsifra.

Technical administrator of the United24 portal is the state company "Deystviye" belonging to the sphere of management of Mintsifra.

The technical administrator of the United24 Portal uses the software of the United24 Portal.

The appendix United24 is intended for attraction of voluntary contributions (charitable gifts) into the special account for fund raising on support of Armed Forces, and also charitable fees, in particular for specific needs of military units of Armed Forces, other military forming (further - military units), and receipts of information on use of such means, ensuring interaction between subjects of the appendix United24 on attraction of the specified means, creations, processings of the relevant information electronically.

4. The main objectives of the United24 Portal are:

attraction of voluntary contributions (charitable gifts) in support of Ukraine "UNITED24" into accounts for attraction of voluntary contributions (charitable gifts) in support of Ukraine "UNITED24" and receipt of information on use of funds from such accounts;

attraction of voluntary contributions (charitable gifts) in support of Ukraine of" UNITED24" from Ukrainian, international (including charitable) the organizations;

informing the international community on real condition of situation of safety and events in Ukraine, and also for ensuring counteraction to the Russian propaganda, promoting of Ukraine in the world;

providing users of the United24 Portal with information on use of means by public authorities for whose requirements satisfaction accounts for attraction of voluntary contributions (charitable gifts) in support of Ukraine are opened for "UNITED24".

5. The United24 portal has the following functionality:

1) technical supply of attraction of voluntary contributions (charitable gifts) in support of Ukraine of" UNITED24", in particular target attraction of financial resources for specific needs";

2) use of the interfaces adapted for persons with disability, in particular for persons with violations of sight, hearing, the musculoskeletal device, the speech and intellectual development and also with various combinations of violations;

3) use of the United24 Portal via the electronic device which criteria support its use;

4) transfer/acceptance and information processing in real time, continuity of work of the United24 Portal;

5) differentiation and access control to information containing on the United24 Portal;

6) information processing, in particular personal data, about attraction of charitable fees;

7) data protection of the United24 Portal from unauthorized access, destruction, modification, personal data protection;

8) informing users of the United24 Portal on information processing on them, in particular their personal data;

9) sending to information notifications to users;

10) obtaining and implementation of voluntary contributions (charitable gifts) with use of the software of suppliers of payment services national banks and banks in which authorized capital at least 75 percent of shares (shares) belong to the state;

11) placement and display of digital content for informing the international community on real condition of situation of safety and events in Ukraine, and also counteraction to the Russian propaganda, promoting of Ukraine in the world;

12) carrying out monitoring of the visits, registration of the events which are taking place on the United24 Portal and concerning its safety, blocking of unauthorized actions concerning the protected resources and automatic informing the technical administrator on making of such actions;

13) provision of information services to users of the United24 Portal;

14) other functionality necessary for accomplishment of tasks of the United24 Portal.

The appendix United24 also has the following functionality:

electronic identification and authentication of users of the application of United 24, in particular with use of means of electronic identification and/or means of the Single state web portal of electronic services (further - the Action Portal), in particular mobile application of the Action Portal (Action), interaction between users of the application of United24;

use of the appendix United24 by means of the electronic device which criteria support appendix United24 use;
