1. Approve the enclosed Rules of the certificate of powers of representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations at holding republican referendum.

2. To the commissions of referendum to be guided by this resolution in work with representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations at holding republican referendum.

3. This resolution becomes effective from the date of its first official publication.

Rules of the certificate of powers of representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations at holding republican referendum

Chapter 1. General provisions

1. These rules of the certificate of powers of representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations are developed according to item 4 of article 6 of the Constitutional law "About Republican Referendum" and determine procedure for the certificate of powers of representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations at holding republican referendum.

2. Representatives of public associations of the Republic of Kazakhstan, observers from foreign states and the international organizations can be present in day of holding republican referendum at sites for vote.

Chapter 2. Certificate of powers of representatives of public associations of the Republic of Kazakhstan to holding republican referendum

The public association directing representatives to the site for vote when holding republican referendum shall be registered in the Republic of Kazakhstan according to the procedure, established by the legislation of the Republic of Kazakhstan in the field of state registration of legal entities.

4. The citizen of the Republic of Kazakhstan can only be the representative of public association to holding republican referendum.

5. Powers of the representative of public association prove to be true in writing with indication of its surname, name, middle name (in the presence). This document is certified by seal of the public association which directed the representative.

6. The document on powers is shown to the chairman of the precinct election commission of referendum or person replacing it together with the identity document of the representative of public association, for registration by entering of data on it into register.

7. From one public association on the site for vote at the same time there can be one representative.

Chapter 3. The certificate of powers of observers from foreign states and the international organizations at holding republican referendum

8. Powers of the observer from foreign state and the international organization make sure the certificate of accreditation issued by the Central commission of referendum.

9. The certificate of accreditation is shown to the chairman of the precinct election commission of referendum or person replacing it together with the identity document of the observer from foreign state and the international organization, for registration by entering of data on it into register.

Chapter 4. Cancellation of registration on the site of vote when holding republican referendum

10. In case of intervention of the representative of public association, the observer from foreign state and the international organization in work of the precinct election commission of referendum, the abuse of regulations of behavior indoors for vote established by the precinct election commission of referendum, the respective precinct election commission of referendum cancels registration on the site for vote of the representative of public association, the observer from foreign state and the international organization.
