About measures for further acceleration of work on system family support and women

For the purpose of system continuation of the reforms undertaken in the country on protection of the rights and legitimate interests of women, increase in their economic, social and political activity, health protection, training in professions and employment, broad attraction to entrepreneurship, social support of the needing women and ensuring gender equality, and also consecutive realization of Sustainable development goals of the Global agenda of the United Nations:

1. Approve:

The national program for increase in activity of women in all spheres of economic, political and social life of the country for 2022 - 2026 according to appendix No. 1;

The plan of complex measures directed to implementation in 2022-2023 of the National program for increase in activity of women in all spheres of economic, political and social life of the country for 2022 - 2026 according to appendix No. 2.

2. Determine that since September 1, 2022:

the maternity allowance at the expense of means of the Government budget proceeding from the minimum size of monthly consumer spendings is paid to the women having continuous working life within the last 6 months in all legal entities, except for state-financed organizations;

obligations of these legal entities to the workers specified in the paragraph the second this Item decrease in proportion to amount of the maternity allowance paid for the account of means of the Government budget.

3. For the purpose of creating favorable conditions for education, support of system increase in scientific potential and qualification of women since 2022/2023 academic years:

a) annually it is at least to direct from the Government budget to 1,8 of one trillion sum of resource means to commercial banks for the purpose of financing of the non-interest educational loans for a period of 7 years to payment of educational contracts of the women studying in the highest educational institutions, technical schools and colleges on day form of education.

To the Ministry of Finance (T. A. Ishmetov) and to the Ministry of the higher and secondary vocational education (A. H. Toshkulov) in two-month time to approve the schedule of assignment, provided in this subitem, by commercial banks;

b) to annually allocate from the Government budget at least 200 billion sum for financing on irretrievable basis of contractual payments of all women studying in magistracy of the public highest educational institutions.

To the ministry of the higher and secondary vocational education (A. H. Toshkulov) and to the Ministry of Finance (T. A. Ishmetov) till September 1, 2022 - to create the list of the women accepted for study on paid and contractual basis and studying in magistracy of the public highest educational institutions by the public highest educational institutions, till October 1, 2022 - to cover their contractual payments;

c) annually by means of Al Yurtas of Umida Fund to allocate additional grants for training in foreign highest educational institutions to 50 women - according to educational programs of bachelor degree, 10 women - according to educational programs of specialties of magistracy.

To the Ministry of Finance (T. A. Ishmetov) for financing of the actions provided in this subitem to provide annual allocation to Al Yurtas of Umida Fund at least 6 billion sum from the Government budget;

d) To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent based on recommendations of the State committee of family and women (further - Committee) annually to finance on irretrievable basis educational contracts on 150, of only 2 100 female students from socially needing families, orphans or without parental support, by additional sources of local budgets.

To committee (Z. B. Makhkamov) and the Ministry of the higher and secondary vocational education (A. H. Toshkulov) in two-month time to submit for approval in the Cabinet of Ministers procedure for forming of the list, provision of recommendations and covering of educational contracts of female students from the needing families, orphans or without parental support, provided in this subitem;

e) implement practice of annual acceptance for study out of general parameters of acceptance based on recommendations of Committee of 500 women having working life in at least 5 years, but not having the higher education, on the directions of formation of bachelor degree of the public highest educational institutions according to results of separate tests on paid and contractual basis;

To committee (Z. B. Makhkamov), the Ministry of the higher and secondary vocational education (A. H. Toshkulov) and to the State center of testing (M. M. Karimov) to submit for approval in the Procedure for Distribution of Separate Quota Cabinet of Ministers by the public highest educational institutions, provisions of recommendations to women and conducting the separate tests provided in this subitem in a month;

e) to annually allocate at least 300 target quotas for women in doctoral studies of the state scientific organizations or public highest educational institutions.

to step-by-step education under University of regional technical schools with the participation of cotton and textile and shelkovodchesky clusters.

To the ministry of the higher and secondary vocational education (A. H. Toshkulov), to Committee (Z. B. Makhkamov), Agency on management of the state assets (A. Zh. Ortikov) and to khokimiyat of the city of Tashkent (Zh. A. Artykhodzhayev) in two-month time to make offers on the organization of activities, material logistics and placement of University in the Cabinet of Ministers.

5. To the ministry of innovative development (I. Yu. Abdurakhmanov) for the purpose of involvement of women to occupation scientific and innovative activities:

together with Committee (Z. B. Makhkamov) annually in March to hold competition of the practical innovative projects "Female scientists";

in two-month time to provide allocation at least 10 billion sum on carrying out the tender "The First Step to Female Entrepreneurship" within the tender "Future Scientist" by fund of science funding and support of innovations.

6. Agree with the offer of Committee, Ministry of innovative development and the Ministry of the higher and secondary vocational education by training under Societies of Female Scientists Committee for the purpose of increase in scientific potential of women, implementation of results of their scientific research and financing startup projects.

To committee (Z. B. Makhkamov) and the Ministry of Finance (T. A. Ishmetov) to introduce to the Cabinet of Ministers the draft of the government decision on measures by training "Societies of female scientists" in a month. At the same time to provide allocation to "Society of female scientists" of 50 billion sum from the Government budget on support and further stimulation of women.

7. Implement since June 1, 2022 new procedure for training of women in professions in the public and non-state educational institutions on the basis of the state order. At the same time:

under the monocenters "Ishga Markhamat" of the Republic of Karakalpakstan, areas and the city of Tashkent assessment centers of qualification are formed;

assessment centers of qualification develop requirements of professional qualification and place state orders in the educational institutions having potential;

level of knowledge of the women who ended training courses is determined by assessment centers of qualification and on this basis it issues the qualification certificate;

to the women who received the qualification certificate, assessment centers of qualification allocate subsidies in proportion to expenses on training for adjustment of labor activity;

assessment centers of qualification place state orders for training in information technologies at additional rates of girls pupils of graduation classes of comprehensive high schools, vocational schools, academic lyceums and colleges.

To the Ministry of Economic Development and reducings poverty (S. M. Holkhuzhayev), to the Ministry of employment and employment relationships (N. B. To the Ministry of Economic Development and reducings poverty (S. M. Holkhuzhayev):

together with the Jokargi Kenes of the Republic of Karakalpakstan and Kengashami of People's Deputies of areas till July 1, 2022 to create the list of the rural territories of areas with high density of manpower;

together with the interested ministries and departments in two-month time to introduce the draft of the government decision providing procedure for forming and maintaining the Register to the Cabinet of Ministers.

Determine that during the period from September 1, 2022 to January 1, 2025 concerning the small business entities performing activities in the territories included in the Register with the total number of workers at least 10 people and the salary fund of the women performing at them labor activity, constituting at least 50 percent of the general fund of compensation:

the property tax of legal entities and the land tax from legal entities are estimated using privilege in the amount of 50 percent - concerning the objects which are in the territories included in the Register;

the social tax is estimated at the rate 1 percent - from the salary fund of the women performing at them labor activity;

the right to direct implementation of products by total annual value in 750-fold size of basic settlement size - to state-financed organizations is granted;

when leasing the real estate - privileges according to appendix No. 3 are provided.

10. Take into consideration that the Senate of the Oliy Majlis and the Cabinet of Ministers approve structure of the Republican commission on questions of advancement of women in society, gender equality and family which chairman determines the Chairman of the Senate of the Oliy Majlis T. K. Narbayeva, by vice-chairmen of the commission - the deputy prime minister Z. B. Makhkamova and the chairman of Federation of trade unions of Uzbekistan K. M. Rafikov.

The republican commission on questions of advancement of women in society, gender equality and family (T. K. Narbayev) to approve and direct the Program for increase in activity of women in public administration providing to execution in a month:

Vafayev) in three-months time for the purpose of support of adjustment and development of female entrepreneurship to provide to the ministry of investments and foreign trade attraction of financial resources of the international financial institutions in the amount of 300 million US dollars.

13. Determine that since April 1, 2022:

the size of the subsidies allocated to the female entrepreneurs beginning the business activity increases from 7 to 10 million sum;

in the centers of workmanship under Hunarmand Association at least 40 percent of products made by female entrepreneurs are placed.

14. To the Ministry of Economic Development and reducings poverty (S. M. Holkhuzhayev), to Committee (Z. B. Makhkamov) and the Ministry of investments and foreign trade (A. B. Voitov) in two-month time to introduce the draft of the Business lady program for 2022 - 2024 providing to the Cabinet of Ministers:

finishing share of women among subjects of entrepreneurship to 40 percent;

allocation to women of soft credits on construction of greenhouses for flower cultivation and fruit and vegetable products, and also adjustment of livestock production, poultry farming, fish breeding and beekeeping on the garden plots at the rate to 35 million sum.

15. Form since June 1, 2022 in makhallyakh the centers of employment and strengthening of health of women (further - the centers). At the same time:

To allocate to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in each makhalla for construction of the centers up to 300 square meters of land area on the basis of the right of permanent use or the empty objects of state-owned property on the basis of the right of operational management;

provide construction of the centers khokimiyats of areas (cities) at the expense of additional sources of the local budgets or other sources which are not forbidden by acts of the legislation;
