1. Approve the enclosed criteria of reference of advertisers, advertizing distributors, operators of the advertizing systems which placed on the Internet the advertizing directed to drawing attention of the consumers of advertizing who are in the territory of the Russian Federation to persons obliged to provide information or to provide provision of information on such advertizing in Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications.

2. This resolution becomes effective since September 1, 2022 and is effective within 6 years from the date of its entry into force.

advertizing distributors and operators of advertizing systems which are legal entities or physical persons individual entrepreneurs and perform and (or) will organize distribution to Internet networks of advertizing of any advertisers, being legal entities or physical persons, individual entrepreneurs, public authorities, other state bodies and local government bodies, and also municipal authorities which are not included into structure of local government bodies, the advertizing extended in Internet network in the form of banners, the text or text and graphical block, videos, audio recording directed to drawing attention of the consumers of advertizing who are in the territory of the Russian Federation including audio-and (or) video broadcastings on the air;

the advertizing distributors who are owners of social networks, audiovisual services, news aggregators, organizers of distribution of information to Internet networks, including organizers of services of instant messaging, operators of search engines, determined in accordance with the legislation of the Russian Federation about information, information technologies and about information protection.
