1. Approve "The size, payment procedure and uses of fee for participation in procurement which are carried out by means of electronic procurement using method of open tender or request for quotation" (is applied).

The size, payment procedure and uses of fee for participation in procurement which are carried out by means of electronic procurement using method of open tender or request for quotation

1. General provisions

1.1. This Procedure is developed for the purpose of implementation of article 29.3 of the Law of the Azerbaijan Republic "About public procurements" and according to article 50-1.1 of the specified Law determines the size, payment procedure of participation and use of the funds raised from fee for participation in procurement which are carried out by means of electronic procurement using method of open tender or request for quotation.

1.2. This Procedure for means, the arriving from fee for participation for implementation of purchases, stipulated in Clause 50-1.1 Laws of the Azerbaijan Republic "About public procurements", are transferred into the treasurer account of Public service on anti-monopoly supervision and control of the consumer market under the Ministry of Economics of the Azerbaijan Republic in the Agency of the State Treasury under the Ministry of Finance of the Azerbaijan Republic and are considered as extrabudgetary funds of the Ministry of Economics of the Azerbaijan Republic (further - means).

1.3. Means are used for the purpose of operation, enhancement and maintenance of the single Internet portal of public procurements (further - the Internet portal), safety of the Internet portal, integration with other government institutions, connections to system of electronic calculations, information security and system of data, strengthenings of social protection of workers, increases in scientific and technical potential and strengthening of material and technical resources of the Ministry of Economics.

2. The fee size for participation in procurement, carried out by means of electronic procurement

2.1. According to article 50-1 of the Law of the Azerbaijan Republic "About public procurements", for receipt of set of the main conditions of the tender or conditions of request for quotation during the purchases which are carried out by means of the single Internet portal of public procurements and registration as the applicant by suppliers (contractors) pay fee for participation in the following sizes:

3.1. Payments are made by suppliers (contractors) by means of the single Internet portal of public procurements in the following procedure:

3.1.1. the supplier (contractor) enters the Internet portal, accepting conditions of use of the Internet portal, by means of the strengthened digital signature;

3.1.2. the supplier (contractor) pays through the Internet portal the fee for participation established by part 2 presents of the Procedure according to the procurement conducted through electronic payment system for receipt of set of the main conditions of the tender or conditions of request for quotation and registration as the applicant;
