About provision of discounts from the created training cost to students and pupils
Based on paragraph one of subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of February 28, 2006 "About some questions of receipt of the higher and secondary vocational education on paid basis" and Item 2 of article 26 of the Code of the Republic of Belarus on education the Council of Ministers of the Republic of Belarus DECIDES: No. 126

1. Are regulated by this Provision procedure for provision of discounts from the created training cost (further - discounts) in public institutions of education to the students and pupils getting secondary vocational education (further - students and pupils), and the sizes of these discounts irrespective of subordination of data of organizations.
2. Discounts are provided to students and pupils:
2.2. No. 239-Z which is members of needy families according to the paragraph the fifth article 1 of the Law of the Republic of Belarus of January 6, 1999 "About subsistence minimum in the Republic of Belarus";
2.3. being orphan children, children without parental support, persons from among orphan children and children without parental support, and also persons aged from 18 up to 23 years who lost the last of parents during training;
2.4. from among children of persons listed in subitems 3. 2, 3.4 and 3.7 Items 3, Item 10 and subitems 12.2 and 12.3 of Item 12 of article 3 of the Law of the Republic of Belarus of June 14, 2007 No. 239-Z "About the state social privileges, the rights and guarantees for separate categories of citizens";
2.5. to disabled people I, II and III groups, to handicapped children aged up to 18 years;
2.6. having privileges or from among persons aged up to 23 years which do not have own family which parents have privileges, according to articles 18-23 of the Law of the Republic of Belarus of January 6, 2009 No. 9-Z "About social protection of the citizens who were affected by catastrophic crash on the Chernobyl NPP, other radiation accidents";
2.7. from families in which it is brought up three and more minor children;
3. By consideration of question of provision of discounts to the students and pupils specified in subitem 2.1 of Item 2 this provision the following terms and their determinations are applied:
3.1. educational activities are the activities of students and pupils directed to satisfaction of cognitive requirements, connected with the aspiration to have different knowledge, skills and abilities to carry out research work in these or those life situations with the expressed desire;
3.2. high rates of educational activities is availability at students and pupils following the results of academic year at least 50 percent of marks 10 (ten) and 9 (nine) points, and other marks - it is not lower than 6 (six) points;
3.3. research activities of students are development of different stages of the organization and accomplishment of the fundamental, experimental, search research works and innovative projects directed to the solution of scientific tasks for different industries of economy.
High rates of research activities of students are:
task performance, laboratory works, academic year and degree projects (works) containing elements of scientific research;
independent scientific research and theoretical researches;
participation in work of student's research laboratories, circles, problem groups, design, project, economic, scientific and information, translation offices, availability of scientific publications;
3.4. social job is the activities of students and pupils aimed at the development of staff of organization of education, society in general, performed in free time on a voluntary basis.
High rates of social job of students and pupils are:
participation in work of self-government institutions of organization of education, youth public associations, in the organization and holding socially significant actions, shares, patronage of veterans of war and work;
participation in sports competitions, exhibitions, in the organization and preparation of cultural events, occupation art and technical creativity, patronage of difficult teenagers;
participation in volunteer, construction crew movement and socially useful work.
4. The specific size of discounts to the students and pupils specified in subitem 2.1 of Item 2 this provision depends on GPA of their progress by results for academic year on scale according to appendix and cannot exceed 60 percent from the created training cost for academic year.
The GPA of progress is determined as arithmetic-mean size from the marks received for academic year by results of examination, the differentiated offsettings, the term papers and projects, all types the practician provided by the curriculum, marks on the disciplines which are not submitted for examinations taking into account rounding to the tenth.
Are not considered in case of determination of GPA of progress of mark on elective courses, disciplines for acquisition of the second specialty and for receipt of the academic degree of the bachelor or the master.
