About measures for improvement of the organization of quarantine of plants in the Republic of Belarus

For the purpose of strengthening of protection of the territory of the Republic of Belarus from quarantine objects the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the Charter on quarantine of plants in the Republic of Belarus it (is applied).

2. Provide to the Ministry of Agriculture and Food the organization and holding quarantine phytosanitary actions in the Republic of Belarus.

The Ministry of Agriculture and Food bears complete responsibility for timely holding these actions in the territory of the republic. The orders and instructions issued by it within competence in quarantine of plants are obligatory for execution by the legal entities and physical persons performing the address with quarantinable objects, and also citizens.

3. To the Ministry of Agriculture and Food, other republican state bodies, the state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs within their competence to develop and perform complex of the actions providing:

3.1. strengthening of protection of the territory of the republic from penetration from foreign countries of quarantine objects;

3.2. timely identification, localization and liquidation in the territory of the republic of quarantine objects.

To the Ministry of Transport and Communications, other republican state bodies, legal entities and physical persons, including individual entrepreneurs to accept for shipment quarantine products from the territories on which the quarantine mode, in the presence of the phytosanitary certificates issued by public institution "Main state inspectorate for seed farming, quarantine and protection of plants" and its territorial organizations in areas is set.

7. The quarantine products imported into the Republic of Belarus from foreign countries are subject to the state phytosanitary quarantine control (supervision) by the state inspectors on quarantine of plants at check points through Frontier of the Republic of Belarus and (or) in destinations.

8. It is non-paid to Ministry of Transport and Communications, Ministry of Communications and Informatization and other state bodies, legal entities and individual entrepreneurs to provide in accordance with the established procedure to the officials performing functions of phytosanitary quarantine control (supervision), service premises at check points through Frontier of the Republic of Belarus and (or) in destinations of the imported quarantine products and in case of need - storage facilities, and also workers for examination and disinfecting of these products at the expense of the owner of load.

General provisions

1. In the Republic of Belarus the system of the quarantine phytosanitary actions directed on is performed:

1.1. protection of its territory from penetration from foreign countries of quarantine objects which can cause economic damage to the national economy;

1.2. timely identification, localization and liquidation in the territory of the republic of quarantine objects, and also the prevention of their penetration into areas in which they are absent;

1.3. conducting the state phytosanitary quarantine control (supervision) of observance of quarantine phytosanitary requirements and rules, realization of quarantine phytosanitary actions in case of production, procurement, transportation, storage, conversion, realization and use of quarantine products.

2. Quarantine actions extend on:

2.1. seeds and landing material of agricultural, forest and decorative cultures, plants and their parts (shanks, bulbs, tubers, fruits, etc.), and also other quarantine products which can be the carrier of quarantine objects;

2.2. cultures of live mushrooms, bacteria, viruses, nematodes, pincers and insects;

2.3. collections of insects, causative agents of diseases of plants and models of the damages put with them, and also herbariums and collections of seeds;

2.4. farm vehicles and tools of processing of the soil, container, separate manufactured goods, packaging means and products from plant materials which can be carriers of quarantine objects, the monoliths and samples of the soil, vehicles arriving from other states;

2.5. the territories and premises of the legal entities and physical persons, the individual entrepreneurs making, preparing, warehousing, overworking and selling quarantine products, agricultural and forest holdings, personal, individual and seasonal dachas, collective gardens and kitchen gardens, the earth of nonagricultural appointment.

3. The common directorship of quarantine phytosanitary actions in the Republic of Belarus is performed by the Ministry of Agriculture and Food which:

3.1. publishes within the competence the quarantine phytosanitary requirements and rules obligatory for accomplishment by all legal entities and physical persons, the individual entrepreneurs performing the address with quarantinable objects;

3.2. as required reviews and approves the list of wreckers, diseases of the plants and weeds which are quarantine objects for fight against which quarantine phytosanitary events are held;

3.3. exercises the state phytosanitary quarantine control (supervision) of accomplishment of quarantine phytosanitary actions, bears complete responsibility for their timely carrying out in the territory of the republic;
