According to Articles 3, 27, 99 Constitutions of Ukraine, to Articles 7, 15, 56 Laws of Ukraine "About the National Bank of Ukraine", to article 66 of the Law "About Banks and Banking Activity", the Presidential decree of Ukraine of February 24, 2022 No. 64/2022 "About introduction of warlike situation in Ukraine", to No. 2102-IX approved by the Law of Ukraine of February 24, 2022 "About approval of the Presidential decree of Ukraine "About introduction of warlike situation in Ukraine", in view of the resolution of the Cabinet of Ministers of Ukraine of April 16, 2022 No. 457 "About support of separate categories of the population which suffered in connection with military aggression of the Russian Federation against Ukraine" and approval of the regulatory legal act of the Ministry of questions of reintegration of temporarily occupied territories of Ukraine which determines the list of the territorial communities located around carrying out military (fighting) operations or which are in temporary occupation, cordon (blocking), for the purpose of prevention of threat of life and to health of workers and clients of the Board of the National Bank of Ukraine DECIDES: banks

1. Banks of Ukraine, considering priority of safety of life and health of workers and clients of banks in the settlements specified in the List of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, No. approved by the order of the Ministry of questions of reintegration of temporarily occupied territories of Ukraine of December 22, 2022 309, registered in the Ministry of Justice of Ukraine on December 23, 2022 at No. 1668/39004 (was conducted) (with changes) (further - the List), makes the decision about:

1) temporary suspension of operations of the separate divisions (branches, departments, representations) which arrangement are the territories of active fighting or the territories which are temporarily occupied by the Russian Federation included in the List (provided that concerning the respective settlement dates of completion of fighting actions / dates of completion of temporary occupation are not determined);

2) minimization of balances in cash in cash desks of separate divisions (branches, departments) which arrangement are the territories of active fighting or the territories which are temporarily occupied by the Russian Federation included in the List (provided that rather respective settlement dates of completion of fighting actions / dates of completion of temporary occupation are not determined) by available methods according to administrative acts of the National Bank of Ukraine, namely:

cash disbursement from cash desk of bank to clients;

loading of ATMs cash.

2. To banks of Ukraine in case of technical capability and if there is no threat of life and to health of employees of banks to provide in settlements of the territorial communities specified in the List, possibility of continuation of customer service by remote communication.

3. No. 64 is excluded according to the Resolution of Board of the National Bank of Ukraine of 07.06.2024

4. To banks of Ukraine after deokkupation of settlements and/or the termination of active fighting in the territory of settlements of the territorial communities specified in the List (modification of the List concerning determination of date of completion of fighting actions / dates of completion of temporary occupation) to take urgent measures for recovery of work of separate divisions (branches, departments, representations), possibility of implementation of clearing settlements, including transactions with use of electronic means of payment, recovery of cash servicing, loading of ATMs and carrying out other transactions with cash.

4-1. Banks of Ukraine report the National Bank of Ukraine about the temporary suspension / renewal of activities of separate divisions (branches, departments, representations) according to the procedure established by the Regulations on licensing of banks approved by the resolution of Board of the National Bank of Ukraine of December 22, 2018 No. 149 (with changes), within five working days from the date of adoption of the relevant decision.

5. The resolution becomes effective from the date of its official publication.
